The California Department of Tax and Fee Administration (CDTFA) Centralized Revenue Opportunity System (CROS) Bureau in the Technology Services Division is seeking ambitious, driven, and dynamic individuals to join our team. Under the direction of the Business Taxes Administrator II on the CROS Production Support Team, the BTS II works as an independent business analyst lead on the most complex software solutions. The lead will have a responsibility for supporting business operations and maintenance of the CROS system, implementing legislative efforts, and upcoming key upgrade activities. The activities of the Business Analyst Lead will focus on overseeing large legislation or system enhancements while ensuring the day-to-day activities are still completed timely. The BTS II in the CROS bureau will be responsible for:
Planning business strategies for activities to achieve the department wide goals for CROS.
Providing advice to the CROS Bureau chief on sensitive and complex issues related to the support of CROS.
Participation in all stages of the implementation and configuration in support of CROS, including requirements gathering, testing, and documenting for deficiencies or enhancements.
Managing the scope of Solution Requests (SQRs), while supporting business testers.
Coordinating business activities for scheduled system changes, enhancements, and service/sync packs.
Preparation of reports, review clearance request, and independently research and resolve highly technical issues impacting CROS.
Makes recommendations for improvement to policy and procedures.

Under Government Code 14200, this position may be eligible for partial telework for eligible candidates residing in California. All telework/hybrid schedules require staff to report to the office a minimum number of days per week. Schedules are subject to change.

Eligibility for Promotional Exams
In addition to meeting the Minimum Qualifications for the Business Taxes Specialist II, competition is limited to individuals who meet at least one of the following promotional examination criteria:
Have a permanent civil service appointment with CDTFA, or
Are current or former employees of the legislature for 2 or more years as defined in Government Code 18990, or
Are current or former non-elected exempt employees of the executive branch for 2 or more consecutive years as defined in Govt. Code 18992, or
Are persons retired from the United States military honorably discharged from active duty with a service disability or honorably discharged from active duty as defined in Government Code 18991. Applicants must provide a copy of discharge papers (DD 214) for verification purposes at the time of application.
Under certain circumstances other employees may be allowed to compete under provisions of Rules 234, 235 and 235.2. California Code of Regulations Rules 233, 234, 235.2 and 237 contain provisions regarding civil service status and eligibility for promotional examinations. In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Experience leading large complex projects.
Strong business analysis capabilities, including risk assessment and system impacts.
Experience with business strategy for process improvement.
Experience with testing and documenting bugs in the GenTax software solution.
Experience evaluating and managing Solution Requests (SQRs).
Experience coordinating with various levels of management within the organization and third-party stakeholders.
Experience building strong relationships with IT team members both internal and external.
Demonstrated leadership skills, including mentoring team members and supporting organizational readiness.
Strong soft skills, including communication, problem-solving, collaboration, and stakeholder engagement.
Knowledge of CDTFA tax policy and procedures.
Knowledge of CDTFA’s business processes.
