Job Summary
NCDOT is seeking a Technical Specialist Expert to support the State Traffic Operations Center (STOC) and Transportation Mobility & Safety (TM&S) teams. The selected candidate will collaborate with business users to understand operational challenges and develop GIS-based solutions that improve traffic operations, routing, incident management, and situational awareness.
This role requires deep expertise in ArcGIS Enterprise, ArcGIS Online, and the Esri GIS platform, along with strong communication skills to translate business requirements into scalable GIS applications and dashboards.
Note:
- Candidates must be local to the Triangle Region of North Carolina.
- Hybrid role with onsite attendance required as business needs dictate.
- First day onsite is required for equipment pickup.
- Must be available for extended work hours (12 hours, evenings/weekends/holidays) during emergency activations.

Key ResponsibilitiesServe as the GIS technical lead supporting STOC and Transportation Mobility & Safety.
Gather business requirements and translate operational needs into GIS solutions.
Design, develop, and maintain GIS applications, dashboards, maps, and web services.
Build and maintain ArcGIS Online and ArcGIS Enterprise solutions.
Publish and manage hosted and referenced feature services.
Develop GIS databases, schemas, and cartographic products.
Attend operational meetings to understand workflows and identify GIS improvement opportunities.
Collaborate with traffic operations, ITS, Hydraulics, Signals, and other business teams.
Provide GIS support for routing, signal operations, incident management, and real-time traffic monitoring.
Support emergency operations by producing real-time maps and integrating live operational data.
Troubleshoot GIS issues and provide guidance to business users.
Prioritize incoming GIS requests and manage project workloads.
Oversee and mentor Junior GIS Specialists.
Coordinate with other GIS team members and delegate work when required.
Maintain project documentation and ensure adherence to GIS standards.
