Project Controls Specialist (Cost Focus)
Location: Sabine Pass, TX (Hybrid – travel to site required)
Duration: Through Q3/Q4 2027 (project-based, no extension expected)
Schedule: 8 hours/day
Overview
We are seeking an experienced Project Controls Specialist to support a major LNG infrastructure project involving the construction of a new gas pipeline. The project is currently in early construction phases, transitioning into procurement and execution.
This role will focus primarily on cost control, with a supporting component in schedule management, working closely with engineering, procurement, and construction teams.
Key Responsibilities
Cost Control
- Develop and manage project budgets and cost baselines
- Monitor actual costs vs. planned costs and identify variances
- Forecast Estimate at Completion (EAC)
- Track commitments, invoices, and accruals
- Identify cost overruns and cost-saving opportunities
- Support Earned Value Management (EVM) and reporting
- Prepare KPI dashboards and weekly/monthly reports
Change Management
- Evaluate cost and schedule impacts of scope changes
- Maintain change logs and approval workflows
- Support negotiation of change orders and contractor variations
- Update cost baselines upon approval
Project Controls & Commercial Support
- Maintain cost control processes and reporting systems
- Support procurement and contract strategy
- Monitor contractor commercial performance
- Assist with claims evaluation and contract compliance
Schedule Support (Secondary)
- Collaborate with planning teams to track project progress
- Support schedule analysis (P6 preferred)
- Perform variance analysis (cost & schedule)
Qualifications
- Bachelor’s degree in Business, Engineering, Construction Management, or related field
- 10 years of experience in Project Controls on mid-to-large capital projects
- Strong expertise in cost control and change management
- Experience with contract negotiation, change orders, and commercial processes
- Proficiency in SAP (required)
- Experience with Primavera P6 (preferred)
- LNG, pipeline, or oil & gas project experience strongly preferred
Work Environment
- Hybrid role with weekly travel to Sabine Pass (approx. 3 days onsite/week)
- Open to candidates based in Beaumont, Port Arthur, or Houston
- Remote flexibility when not onsite
- TWIC card required (can be obtained post-offer)

- Project expected to run through October 2027
- No overtime offered
