Overview
The IT Project Manager assigned to the IT PMO works hands-on to lead, drive and deliver IT strategic projects assigned to them. Responsible and accountable for the execution and successful completion of inflight projects throughout all life-cycle phases following delivery processes and practices as established by the IT PMO Services division. We lead a broad range of projects – COTS/SaaS application upgrades, replacement and implementation, infrastructure, software development, BI, data access and reporting, cyber security, integration, asset and workflow management, permitting, licensing and inspection workflow, geospatial technology, financial/HRIS systems and AI.
Key Responsibilities
- Understand, comply with, maintain knowledge and practice defined and approved Project Management methodology, frameworks and processes of the PMO.
- Take appropriate accountability and responsibility for any/all Projects throughout all phases – engage, motivate, drive and lead/manage the full Project team.
- Drive Project team and vendors to establish and commit to hitting and delivering to key Gates and Phase dates.
- Keep and maintain assigned Projects in overall Green RAG status per published guidelines at >90%. For non-Green Project events, execute concise, timely and effective RTG plans, with the goal of remediating status back to Green in an expedited timeline.
- Drive Project to meet committed dates, minimize Change Requests, and always analyzing how to recover and stay on schedule without sacrificing quality or scope.
- Maintain a central and well-structured Project artifact repository for governance and information access.
- Ensure compliance and discipline in the use of and through regular, rigorous and quality updates of PMO mandatory artifacts and administrative reporting requirements and due dates. Conducts periodic artifact audit reviews and results reporting.
- Run and facilitate timely and effective meetings/stand-ups, prepare your team, provide an agenda, document attendance and notes – follow through with applicable action items.
- Develop and maintain a clear, detailed and useful Project schedule that incorporates a project’s full scope of work (Team’s, vendor’s) and that ties to delivery phases, delivery milestones, deliverables and tasks assigned to resources.
- Accurately plan, negotiate, forecast and report on Project resource time allocations on Projects as part of Resource Management – this must include a regular feedback loop between the resource and their line manager.
- Keep, maintain, and track all active Risks, Action Items, Assumptions, Issues, Dependencies, Decisions and Lessons Learned (RAAIDDLL log).
- Keep, maintain, and track all budget/financial items for each Project.
- Escalate issues and blockers as required to Project team and IT leadership (BRM, Sr. Management, Sponsor)
- Keep, maintain and distribute effective Project reporting at required cadences: bi-monthly status report, periodic health checks, PRB RTG plan, applicable Business/IT SteerCo, ad hoc updates as required.
- Update at required cadences applicable PMO / Project dashboards info.
- Drive to improve Project delivery timelines, quality of delivery, processes, and ways of working.
- Actively participate in Project Review Board (PRB) process and meetings which governs the prioritization, approvals, status review and change control of active projects.
- Process and practice contributor to PMO methodologies, frameworks, processes, practices, governance and tools. Assists with continuous improvement and updates of mandatory and standard artifact templates.

Qualifications
- A Bachelor’s degree in Computer Science, Computer Information Systems, Management, Project Management or a closely related field is not required but is highly desired.
- Ten (10) years of hands-on experience doing Information Technology project management project work with progressive growth in roles, responsibilities and scope/scale of project work, and an indepth knowledge of project management and delivery processes is required (e.g. Waterfall, Hybrid, OCM, etc.)
- A verifiable Project Management Professional (PMP) certification from the PMI Institute is highly desired. In lieu of a PMP certification, a Master’s degree in Project Management (MPM) is recognized as equivalent.
- Organizational Change Management (OCM) certification (CCP) from Prosci and experience is a plus.
- General IT knowledge is required to validate tasks and time requirements, with hands-on technical experience is a plus.
- A combination of education and experience may be considered.

- Ability to identify problems, establish facts, correlate data to a series of events, effectively evaluate risk, and develop logical plans of action for implementing and troubleshooting solutions is required.
- Ability to effectively communicate status information and resolve technical and personnel conflicts is required.
- Ability to effectively reason through risk mitigation scenarios, develop corrective courses of actions, and create plans of action with multiple constraints.
- Ability to work effectively both independently and in a team environment.
- Ability to analyze business problems, identify business needs, formulate valid conclusions and objectively present those conclusions to any audience is required.
This position requires successful completion of a criminal background check including fingerprinting through a national database. Must possess a valid Colorado Driver’s License upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment.
Work is generally performed in a typical office environment Monday-Friday. We offer a hybrid work schedule with 3 days in the office per week, more if project work requires. May occasionally be required to lift and/or move up to 40 pounds. The Contract Project Manager is required to operate a computer, personal mobile device such as mobile phone and iPad or similar, scanner, printers, copier. This position requires being available via mobile cellular device/email access during and after normally scheduled business hours
