Summary:
Environmental Engineering and Program Support – Estimating Section, seeks a dedicated, dynamic, and innovative individual to join its’ management team. The ideal candidate must be well organized, detail oriented and possess a Commitment to Excellence while providing exemplary customer service. The individual must demonstrate a high energy level, be well organized, and have the ability to handle multiple assignments and changing priorities. Strong organizational, leadership, interpersonal and decision-making skills are essential. To succeed in this position, the right candidate must be self-motivated, resourceful and articulate. This individual will possess a “can-do” attitude, a clear sense of accountability, and a commitment to environmental excellence and safety in the workplace. The candidate must have experience in engineering, design, and/or construction of substations and or steam generation facilities, OR applicable type experience. Strong oral and written communications skills are required. Candidate must have strong interpersonal skills with the ability to interact with people on all levels. Computer and mainframe proficiency is required including knowledge of Microsoft Project, CEES and/or similar computer software program.

- Requires either a Technical or Non Technical Bachelor’s degree with at least 3 years of applicable work experience. In lieu of Bachelor’s degree, Associates degree with at least 5 years applicable experience or Technical High School Diploma with at least 10 years applicable experience in any of the following areas: power utility or heavy industrial cost estimating experience in at least one discipline (e.g., electrical, civil, mechanical, etc.) with knowledge in other disciplines - transmission, distribution or generation engineering design, - transmission, distribution or generation construction experience.

RESPONSIBILITIES:
- Prepares conceptual, authorization and appropriation cost estimates for multidiscipline construction projects.
- Must be able to develop estimates based on preliminary work scopes, drawings and sketches, while relying on personal experiences and or historical data to fill in missing information. Should have an understanding of the capital budget process and utility economics in the preparation of authorization and appropriation estimates used to obtain project funding approvals. Should be able to contribute to the development of project work scopes during estimate preparation to ensure project constructibility and lower costs. Must be able to evaluate alternative designs and contribute to the optimum design selection. Meets with engineering, construction and the user organizations to ensure all aspects of the project have been incorporated in the estimate.
