We are seeking an experienced OSP Engineering Permit Specialist to support the successful planning, permitting, and execution of fiber optic network construction projects. This role is responsible for managing all aspects of permitting and regulatory approvals for both underground and aerial fiber deployments, ensuring projects remain on schedule and compliant with local, state, and federal requirements.
The ideal candidate will possess strong knowledge of telecommunications permitting processes, outside plant (OSP) engineering principles, and utility coordination. This position requires exceptional organizational skills, attention to detail, and the ability to thrive in a fast-paced environment while managing multiple projects simultaneously.
Key ResponsibilitiesPermit Management & Regulatory Coordination
- Lead the preparation, submission, tracking, and approval of permit applications for fiber optic construction projects.
- Coordinate with local, state, and federal agencies to obtain required permits and approvals.
- Research permitting requirements and maintain compliance with applicable regulations.
- Identify long-lead permitting requirements, including DOT, railroad, environmental, and right-of-way permits, and proactively manage timelines.
- Track permit statuses and resolve issues that could impact project schedules.
- Maintain accurate records of permits, approvals, and associated documentation.
- Collaborate with engineering, construction, and project management teams to ensure permitting requirements are incorporated into project plans.
- Work directly with permitting authorities to address questions, resolve disputes, and expedite approvals when possible.
Aerial & Utility Coordination
- Review and support pole attachment applications and utility coordination efforts.
- Perform make-ready assessments for aerial fiber routes.
- Review utility pole structural evaluations and pole loading analysis reports.
- Coordinate with utility providers and third-party stakeholders to facilitate construction readiness.
Quality Assurance & Project Support
- Review permitting packages for accuracy, completeness, and compliance with applicable standards.
- Evaluate project work packages and provide feedback to ensure quality deliverables.
- Support project planning efforts by identifying permitting risks and recommending mitigation strategies.
- Assist with project schedules by identifying critical permitting milestones and communicating potential impacts.
- Provide recommendations on permitting best practices, construction methods, and process improvements.
Reporting & Documentation
- Maintain permit tracking systems and project records.
- Prepare regular status reports on permitting progress, approvals, and project readiness.
- Monitor project milestones and communicate updates to management and project stakeholders.
- Organize and maintain revisions of project documentation and deliverables.
QualificationsRequired
- 5 years of experience in telecommunications permitting, OSP engineering, or a related field.
- Strong knowledge of underground and aerial fiber network construction practices.
- Experience working with city, county, DOT, railroad, utility, and right-of-way permitting processes.
- Understanding of pole attachment and make-ready processes.
- Proficiency with Microsoft Office Suite (Excel, Word, Outlook).
- Experience with GIS platforms such as ArcGIS, Vetro Fiber, IQGeo, 3GIS, or similar tools.
- Excellent organizational, communication, and project coordination skills.
- Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
- Valid driver's license and ability to travel as needed.
Preferred
- Associate's degree or equivalent combination of education and experience.
- Experience with AutoCAD or similar design software.
- Experience using Pole Loading Analysis (PLA) software.
- Knowledge of FTTH (Fiber-to-the-Home) network deployments.
- Previous experience supporting large-scale fiber construction programs.
