Program Overview

The Outpatient Competency Restoration Rehabilitation program provides competency restoration services and care coordination to individuals who have been found incompetent to stand trial. Services are provided in collaboration with a recovery team and will be provided in jail, home, clinic and community-based settings.

Our Vision is Healthy and Fulfilled Lives, and the Rehabilitation Specialist uses approved curricula to provide the following services.

Person-centered recovery planning and needs assessments, legal education, supported housing, supported employment, face to face services at a minimum of twice per week, substance use referrals for persons with substance use concerns within 14 days of admission to the OCR program, follow-up services within 24 hours when an individual misses a scheduled appointment, care coordination with the recovery team, other psychiatric/medical providers, family members and other agencies, continuity of care to individuals completing the program and continuity of care to persons who do not complete the program or who are determined to be incapable of restoration to competency.

Key Responsibilities

The Rehab Specialist requires the development and maintenance of effective, professional working relationships with County Courts, including County and District Attorneys, local behavioral health centers, and other community service organizations and effectively communicates and coordinates services with community mental health providers across the state, as well as local substance use treatment facilities and community resource organizations. The Rehab Specialist works primarily during normal business hours, Monday through Friday; however, there may be a rotating on-call schedule including evenings and weekends. The working location will primarily be in the jail, courts, BTCS clinics and the community.

The Rehab Specialist regularly meets with individuals in their homes and communities, at treatment centers, parole and probation offices, jail/detention centers and other legal facilities, and Bluebonnet Trails clinics to provide transition-focused psychosocial rehabilitative services. The Rehab Specialist provides transportation to individuals involved in the program so they can successfully attend behavioral health and legal-system related appointments and completes mental health assessments and provides assistance to individuals with referrals to additional services using clinical judgment in conjunction with state guidelines. A high level of detailed electronic documentation and reporting is required and adherence to company and state guidelines is expected.

The Rehab Specialist possesses a passion and aptitude for working with individuals who have chronic and severe behavioral health needs and are involved in the criminal justice system. Knowledge of jail diversion and intensive case management functions, psychotherapeutic medications, substance use treatment, crisis services, community resources, and evidence-based practices in the mental health and criminal justice systems is required. The Rehab Specialist ensures innovative thinking, patience, resiliency, skills in advocacy, service coordination, mental health assessment and evaluation, collaborative person-centered recovery planning and dual-diagnosis treatment and works effectively independently and as a part of a team, prioritizing needs during crisis situations, engaging in regular meetings and training opportunities, balancing self-care and performing other duties as assigned with a positive attitude.

Hourly Salary Range: $21.46 - 34.21

Differential Detail

  • Up to $3.50/hour - Previous crisis experience
  • Up to $2.00/hour- Previous experience in similar role with a community center in Texas
  • Up to $4.00/hour - Tenure with BTCS
  • $.75/hour - Bilingual
  • $1.00/hour - Masters Degree in Human Services
  • $1.00/hour - Advanced Licen ure
  • $.50/hour - LCDC Licensure

Minimum Qualifications

Bachelors degree in Human Services*, demonstrated ability to work independently and collaboratively within a fast-paced, recovery-focused environment; possesses a valid Texas Driver's License and maintains approved drivers status throughout employment.

  • If degree is not in Human Services, a minimum of 24 credits in a human services field

Preferred Qualifications

Bilingual in Spanish

Masters Degree

Licensure as Licensed Clinical Social Worker, Licensed Professional Counselor, or Licensed Marriage and Family Therapist

Licensure as Licensed Chemical Dependency Counselor
