Project Name: Facility Recapitalization – VA Health Care Systems

Construction Manager (CM) – Onsite Support

Role Summary

The CM provides full-time onsite construction management support throughout the construction phase of the Facility Recapitalization project. The CM works under the oversight of the PM (onsite lead) and supports the COR by conducting field inspections, managing the submittal process, monitoring schedules, coordinating RFIs, verifying as-built drawings, ensuring safety compliance, and troubleshooting construction issues. The CM serves as the "boots on the ground" technical resource ensuring work in the field conforms to contract requirements, VA standards, and applicable codes.

Key Responsibilities

• Coordinate and manage the submittal review process; maintain the submittal register
• Review submittals to ensure compliance with project specifications, VA standards, and codes
• Document, track, and coordinate Requests for Information (RFIs) and responses
• Perform daily field inspections; prepare and submit inspection reports to COR every Friday
• Monitor construction phase schedules with emphasis on milestones, phasing, and material deliveries
• Conduct weekly safety inspections; compile and report safety issues and defect/omission lists to COR
• Support field office and laydown site establishment
• Maintain and verify as-built drawings; ensure General Contractor is maintaining redlines
• Monitor independent testing agencies for quality control testing (soils, concrete, steel, roofing, etc.)
• Support ESCO Commissioning Agent and General Contractor with commissioning activities
• Coordinate shutdowns with end users and facility maintenance staff; assist with temporary utility plans
• Track long lead items and document/communicate schedule impacts
• Apply expertise to recommend solutions and provide troubleshooting support for field issues
• Support claims analysis and dispute resolution as required
• Maintain daily logs of construction activity
  
  

Must-Have Requirements

• U.S. Citizenship required
• Must obtain a favorable National Agency Check (NACI) and VA PIV card
• Must complete VA Cyber Security Awareness Training within 3 days of NTP
• Must complete VA Privacy Awareness Training within 3 days of NTP
• Must complete 30-hour OSHA Safety Training within 60 days of NTP (at contractor's expense)
• Must be onsite full-time; 40 hours/week (up to 10% off-hours may be required)
• Must be proficient in VA construction management software
• Must represent themselves as a contractor in all official communications; no inherently governmental functions may be performed
• Qualifications must meet or exceed standards per the A-E MATOC SOW (S02 RFP_AE IDIQ MATOC Statement of Work FINAL 03 2025)
• Must meet TJC, OSHA, and VA policies/design standards (VA Technical Information Library)
