Emergency Management Specialist - Temporary/Part-Time

DUTIES:

  • Maintains operational readiness of the Emergency Operations Center (EOC), including developing and updating operational plans, procedures, resource manuals, rosters, and resource lists.
  • Coordinates EOC activation by setting up the facility and ensuring staff have the equipment, supplies, and materials needed to perform assigned duties.
  • Assists with the planning, delivery, and evaluation of emergency management drills, exercises, and preparedness activities, including supporting municipalities during local emergencies and preparedness efforts.
  • Prepares and distributes public information, including articles, publications, presentations, preparedness materials, division reports, website and social media content, and other communications.
  • Serves as secretary to the Local Emergency Planning Committee (LEPC); records and transcribes meeting minutes.
  • Provides administrative support by preparing notices, memoranda, correspondence, reports, and legal documents.
  • Schedules meetings and maintains calendars, meeting spaces, office records, supplies, and equipment.

EDUCATION AND EXPERIENCE:

  • Associate degree in emergency management, communications, applied science or a related equivalent focus; OR
  • High school diploma or equivalent and four years of experience in a position that included knowledge, skills, and abilities to successfully perform the duties of the position.

SPECIAL REQUIREMENTS:

  • Must possess and maintain a valid driver’s license and access to reliable vehicle throughout the course of employment.
  • A background check will be performed and employee will be fingerprinted.
  • This position is considered essential during times of emergency, and the employee must agree to reasonable recall for response to critical incidents at any time without notice.
  • Schedule may be adjusted based upon operational needs at the direction of the EMC/DEMC.
  • May include periods of travel.
  • Requires prolonged periods of sitting and standing, with the ability to walk, kneel, crouch, climb, reach, grasp, and perform repetitive motions.
  • Must be able to communicate effectively through speaking, hearing, and vision.
  • Duties require occasional lifting, carrying, pushing, pulling, and moving objects with minimal to moderate force.
  • Must have sufficient mobility to travel between offices, workstations, multi-level buildings, and uneven outdoor terrain, and occasionally work outdoors in varying weather conditions.

REQUIRED KNOWLEDGE AND SKILLS:

  • Highly organized with the ability to work independently, manage multiple priorities in a fast-paced environment, and maintain accuracy and attention to detail.
  • Proficient in the use of standard office equipment and Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and Access.
  • Demonstrates sound judgment in handling confidential information and financial documents, including basic mathematical calculations.
  • Communicates effectively and professionally, both verbally and in writing, and builds positive working relationships with employees, public officials, community leaders, partner organizations, and the public.
  • Ability to safely operate Berrien County vehicles.
