Work Model: Remote role – Monday – Friday, 8:00 AM – 5:00 PM CT. May require evenings, weekends, and holidays as required by business needs.

Summary of the position:
BEPC is seeking a highly motivated Systems Analyst III – CAPPS HR/PY Human Resources and Mainframe Analyst to join our client’s site in Austin, Texas. This role will support the CAPPS (Centralized Accounting and Payroll/Personnel System) program, including HR/Payroll, Financials, STARR, Recruit functionality, and associated legacy mainframe systems. The selected candidate will provide advanced functional and technical support for PeopleSoft HCM 9.2, CAPPS HR/Payroll, HRIS, and SPRS systems while supporting statewide agencies, compliance initiatives, system enhancements, fiscal year-end activities, integrations, testing, documentation, incident management, and operational support. The role requires expertise in HR business processes, PeopleSoft configuration, mainframe support, regulatory compliance, and cross-functional collaboration.
Summary of Duties and Responsibilities:
CAPPS HR/Payroll Functional Support
- Provide advanced consultative and functional support for CAPPS HR/Payroll applications.
- Support Workforce Administration, TAM/CG, HR Security setup, and row-level security.
- Interpret and apply state statutes, HR policies, and federal labor regulations.
- Serve as a functional point of contact for supported agencies.
- Create and review Functional Design Documents (FDDs).
- Perform functional configuration changes using delivered PeopleSoft features.
PeopleSoft Configuration & Administration
- Configure job codes, positions, departments, compensation, and related tables.
- Maintain HR business units, SetIDs, and table structures.
- Configure Approval Workflow Engine (AWE).
- Create and maintain PS Queries and SAP Business Objects reports.
- Manage PeopleSoft security and State of Texas multi-tenancy requirements.
FMLA & Compliance Support
- Define and refine FMLA plans and entitlements.
- Customize leave types.
- Ensure integration with Payroll and Time & Labor modules.
- Support compliance reporting and auditing activities.
- Ensure accessibility compliance with WCAG 2.1 standards.
Technical & Integration Support
- Utilize Application Designer, Integration Broker, SQL, SQR, and BI Publisher.
- Support REST/SOAP integrations and web services.
- Assist with Elasticsearch and Search Framework functionality.
- Support lifecycle management, selective adoption, data migration, compare reports, and PeopleSoft Update Manager (PUM).
Position Management Support
- Troubleshoot position management issues.
- Maintain and update position data.
- Analyze downstream impacts of changes.
- Perform data fixes and configuration validation.
- Support integrations, testing, audits, compliance reviews, training, and documentation.
Mainframe Support
- Resolve incidents and application issues.
- Analyze abends, logs, JCL, SQL codes, error dumps, and console messages.
- Monitor jobs and batch processing.
- Support HRIS and SPRS applications.
- Coordinate environment refreshes.
- Serve as ACR Coordinator for system changes.
- Perform employee and agency-level updates and table maintenance in SPRS.
- Compile and analyze datasets for historical employee information and test data preparation.
- Participate in fiscal year-end activities and legislative change implementation.
Project & Operational Support
- Gather requirements and support system enhancements.
- Participate in user acceptance testing, regression testing, disaster recovery testing, and upgrade testing.
- Provide Level 2 Service Desk support.
- Support incident management using ServiceNow and BOSSDesk.
- Participate in Major Incident Management (MIM) processes.
- Make presentations to user groups and steering committees.
- Participate in annual SOC-1 audit activities.
- Provide training and mentorship to agency personnel and junior analysts.
- Follow ITIL-based ITSM and ITAM practices.
Main Qualifications:
- Education: Bachelor’s degree or equivalent experience.
- 8 years of Texas public sector experience directly working for or supporting a Texas state government agency.
- 8 years of experience supporting the HR module in PeopleSoft HCM version 9.2.
- 8 years of knowledge and understanding of State of Texas policies.
- 8 years of knowledge of federal labor laws.
- 8 years of experience preparing WCAG 2.1-compliant materials.
- 8 years of experience performing functional project management activities supporting CAPPS.
- 8 years of experience interpreting contractual language and integrating contractual requirements into daily operations.
- 8 years of experience with data integration, data quality, and SDLC methodologies.
- 3 years of experience supporting CAPPS Central production and expansion activities for over 100 agencies and 5 Hub instances.
- 3 years of experience participating in Fiscal Year-End processes involving organizational changes and legislative mandates for mainframe systems.
- 3 years of experience compiling mainframe datasets for historical employee information, Per Print file investigations, and test data staging.
- 3 years of experience performing employee and agency-level entries and table updates related to entitlements or deductions in SPRS.
- 3 years of experience supporting mainframe systems as an ACR Coordinator.
- 3 years of experience coordinating mainframe environment refreshes.
- 3 years of knowledge of ITIL principles and practices, including IT Service Management (ITSM) and IT Asset Management (ITAM).
Preferred Qualifications:
- 4 years of experience supporting the FMLA module and tracking FMLA balances for all plan types.
- 4 years of experience participating in Fiscal Year-End CAPPS activities involving organizational and legislative changes.
- 4 years of experience loading mass salary actions for agencies in CAPPS.
- 4 years of customer-facing experience supporting CAPPS expansion efforts for Central and Hub agencies.
- 4 years of experience gathering requirements and writing functional specifications for legislatively mandated benefit enrollment programs using web services between state agencies.
- 4 years of experience performing SQL activities to synchronize CAPPS and SPRS systems.
- 4 years of experience supporting legacy Statewide Financial Systems production environments.
Additional Requirements:
- Experience gathering business requirements for large projects.
- Ability to work independently within a diverse team environment with both on-site and remote personnel.
- Strong written, verbal, and interpersonal communication skills.
