Role Overview
BEPC Inc. is seeking an experienced PeopleSoft HRIS Analyst to support a large-scale statewide ERP environment focused on CAPPS Human Resources and Payroll (HR/PY) operations. This senior-level position requires extensive expertise in PeopleSoft HCM 9.2, CAPPS support, Texas state policies, federal labor regulations, HR and payroll systems, and enterprise application support.
The selected candidate will serve as a functional subject matter expert supporting system configuration, compliance initiatives, fiscal year-end activities, disaster recovery testing, incident management, and statewide agency operations. This is an excellent opportunity to work remotely while collaborating with stakeholders across more than 100 Texas state agencies.
Key Responsibilities
CAPPS HR/PY Functional Support
- Serve as the functional subject matter expert for CAPPS HR/PY modules, including:
- Workforce Administration
- Payroll Interface
- Commitment Accounting
- Time and Labor
- TAM/CG
- HR Security Setup and Row-Level Security
- Interpret and apply Texas state statutes, HR policies, and federal labor regulations within system configurations and business processes.
- Provide functional support and consultation to statewide agencies and stakeholders.
FMLA Compliance & Administration
- Configure and maintain FMLA plans, entitlements, and leave programs.
- Ensure regulatory compliance through system configuration and maintenance activities.
- Support reporting, auditing, and integration with Payroll and Time & Labor modules.
Functional Design & Configuration
- Create, review, and maintain Functional Design Documents (FDDs).
- Perform PeopleSoft configuration using delivered tools, including:
- Page and Field Configurator
- Drop Zones
- Event Mapping
- Page Composer
- Configure business units, SetIDs, workflow processes, approval structures, and related system components.
- Develop and maintain reports and queries using PS Query and SAP Business Objects.
Workflow & Security Administration
- Coordinate Approval Workflow Engine (AWE) activities, including:
- Workflow configuration
- User and role administration
- Notifications and worklists
- Troubleshooting and maintenance
- Testing and documentation
- Support PeopleSoft security compliance and State of Texas multi-tenant requirements.
- Assist with security initiatives aligned with NIST standards and best practices.
Technical & Operational Support
- Support activities involving:
- Application Designer
- Integration Broker
- SQL/SQR
- BI Publisher
- SAP Business Objects
- Monitor and manage batch processing operations through Run My Jobs (RMJ).
- Support PUM, Change Assistant, Fluid UI, Elasticsearch, and application lifecycle management.
- Participate in disaster recovery planning, testing, and execution.
- Provide Tier 2 Service Desk support and coordinate with Tier 3 Managed Services vendors.
- Participate in Major Incident Management (MIM) activities for Priority 1 and Priority 2 incidents.
Project Coordination & Agency Support
- Coordinate fiscal year-end processing activities across statewide agencies.
- Support legislative updates, federal mandates, integrations, and year-end processing efforts.
- Develop executive-level presentations, reports, and audit documentation.
- Conduct agency training, knowledge transfer sessions, and cross-functional collaboration activities.
- Participate in SOC-1 audits and compliance reviews.
Qualifications
Required Experience
- 15 years of experience working with Texas state policies, regulations, and compliance requirements.
- 15 years of experience supporting federal labor laws and workforce compliance initiatives.
- 15 years of technical experience with:
- Application Designer
- Integration Broker
- SQL/SQR
- BI Publisher
- SAP Business Objects
- 12 years of PeopleSoft HCM configuration experience.
- 12 years of experience supporting batch processing and Run My Jobs (RMJ).
- 12 years implementing security best practices and NIST standards.
- 10 years supporting CAPPS HR/PY within PeopleSoft HCM 9.2.
- 10 years supporting large Texas state government environments serving 30 agencies.
- 10 years creating strategic roadmaps and leading cross-functional initiatives.
- 10 years supporting PUM, Fluid UI, and Elasticsearch technologies.
- 10 years providing Tier 2 support in managed services environments.
- 10 years participating in disaster recovery exercises and incident management activities.
- 10 years preparing executive-level presentations and audit support materials.
- 10 years interpreting and enforcing vendor contractual requirements.
- 8 years performing SQL activities to synchronize CAPPS and SPRS systems.
- 8 years serving as a subject matter expert for FMLA configuration and compliance.
- 8 years preparing WCAG 2.1-compliant documentation and materials.
- 3 years applying ITIL principles and best practices for ITSM and ITAM processes.
Preferred Experience
- 10 years supporting production operations for CPA legacy Statewide Financial Systems.

- Schedule: Monday – Friday, standard business hours
- Occasional after-hours support may be required for incident resolution, system upgrades, fiscal year-end processing, and disaster recovery exercises.
