Benton County is actively recruiting qualified candidates for a full-time Office Technician – Licensing position within the Auditor-Treasurer’s Office, DMV/Licensing division. This role is essential in ensuring efficient licensing services, accurate recordkeeping, and high-quality customer service to the public.

Position Summary
The Office Technician performs a variety of clerical and administrative functions to support department operations. This position is responsible for accurate data entry, record management, financial transactions, and customer service in person, by phone, and via email. Key responsibilities include assisting with bank deposits, maintaining organized files and office records, collecting payments, balancing cash drawers, and preparing and mailing reports.


The Office Technician also serves as a telephone backup, attends training to maintain knowledge of policies and procedures, and performs other duties as assigned to ensure efficient and effective department operations.


Position Objective
To provide detailed technical and administrative support related to DMV operations, including maintaining a high level of accuracy when handling cash, checks, and credit card transactions. The ideal candidate will be able to effectively multitask between DMV responsibilities and assisting the Auditor-Treasurer’s Office.

Duties include processing a full range of DMV transactions, assisting with property tax functions, supporting election preparation, scanning and managing documents, and performing other duties as assigned. Candidates with direct DMV experience are encouraged to apply.

The selected candidate must successfully complete a BCA background check and fingerprinting, and obtain all required certifications and licensures, including title certification.

Advanced placement within the Benton County pay scale may be available for candidates with prior Licensing, DMV, DNR, or Driver’s License experience. Final pay placement will be determined based on the selected candidate’s qualifications and at the discretion of the Auditor-Treasurer.

OFFICE TECHNICIAN – LICENSING – ADDENDUM
Essential Functions

A. Motor Vehicle, DNR, and Driver Licensing Services:
     A. 1. Responsible for processing, evaluating, and issuing DMV and DNR transactions, including permits, licenses, tab renewals, lien releases, registrations, tabs, and titles, ensuring accuracy, timeliness, and excellent customer service.
     A. 2. Prepares, evaluates, and processes driver’s license, Enhanced Driver’s License (EDL), and Real ID transactions to ensure customers receive accurate and up-to-date documents.
     A. 3. Conducts daily inventory of license plates, stickers, and other state-issued materials to ensure accurate tracking and accountability.
     A. 4. Prepare accurate and certified copies of driver and vehicle records in compliance with state regulations.
     A. 5. Responsible for reconciling DMV and DNR funds, processing daily payments of applicable fees, calculating amounts for County deposits, and preparing related reports.
     A. 6. Prepares daily, monthly, and license center reports for the State Department of Motor Vehicles and DNR.
     A. 7. Responsible for completing all licensing transactions in compliance with federal, state, and county policies, using the appropriate fee schedule.
B. Provides information regarding office services in person, by phone, and other means of correspondence to provide responsive and accurate customer service.
C. Processes incoming and outgoing mail and other correspondence promptly and accurately.
D. Prepares materials, forms, and other written or visual documents to support office operations and communications.
E. Reviews legal documents to ensure accuracy, completeness, and compliance with applicable laws.
F. Accurately enters pertinent data into the computer system to allow efficient retrieval and management of requested document information.
G. Responsible for assisting the Auditor-Treasurer’s office with property tax administration and election-related tasks as needed.
Additional Functions
A. Attend trainings and meetings to stay current on policies, software, and process changes.

OFFICE TECHNICIAN - GLOBAL (ALL ADDENDUMS)
Duties and Responsibilities
Global Functions

A. Responsible for performing data entry into various department systems.
B. Provides customer service in person, by phone, and via email, including answering calls, providing information and assistance, supporting in-person contacts, and preparing and mailing reports as required.
C. Assists in the preparation of bank deposits and delivers deposits to the bank.
D. Manages, scans, and images office records to maintain accurate and organized files.
E. Collects payments and issues receipts for various transactions.
F. Balances cash drawer and ensures accurate financial recordkeeping.
Additional Functions
A. Attend trainings as needed.
B. Serves as a telephone backup for the department, responding to inquiries and directing calls as needed.
C. Performs other duties as assigned or apparent.
Qualifications
Minimum Qualifications – Global

A. High School Diploma or Equivalent GED; and
B. Two years of relevant work experience; OR
C. Equivalent combination of education/training/experience.
D. Must possess a valid driver’s license and be able to drive in the state of Minnesota; and
E. Must successfully complete a background check; and
F. Obtain and maintain certifications and licensures.


OFFICE TECHNICIAN – LICENSING – ADDENDUM
ADDITIONAL LICENSING Minimum Qualifications
A. Must successfully complete a BCA background check and fingerprinting.

H. Ability to use considerable analytical ability to select, evaluate, and interpret data from several sources; interpretation of guidelines, policies, and procedures is required.
I. Effective communication with the department and other departments, outside agencies, and the public on specialized matters requiring detailed or technical responses/explanations.
J. Ability to travel within your daily work assignment.
K. Ability to travel within Minnesota, including extended overnight stays.
L. Ability to work extended, evening, and weekend hours as needed.
M. Must comply with organizational and departmental policies.
N. Performs the physical/mental demands of the work environment requirements for this position.
O. Attendance during regularly scheduled work hours, and outside regular hours, as necessary.
P. Effective and respectful communication and interactions with other employees, supervisors, individuals from different organizations, and citizen customers.
Q. Must comply with data practices policies and standards related to private data. Access to private data is limited strictly to what is necessary to perform assigned job duties. While accessing such data, the employee must take reasonable measures to prevent unauthorized access by individuals without a work-related need. Once the work-related purpose has been met, private data must be properly secured and stored in accordance with county policies and Minnesota Statutes.
