Payroll/Human Resources Specialist

The Payroll-HR Specialist has primary responsibility for processing county-wide payroll and all associated tasks involving the recruitment, retention and hiring of employees. The position also provides administrative support to the Human Resources Director, ensuring smooth and efficient HR operations. This role involves maintaining employee records, assisting with recruitment and onboarding, and supporting daily HR functions.

Payroll

  1. Bi-weekly payroll processing for all county employees.
  2. Reconcile billings for all payroll deductions (health, life, disability insurance; deferred compensation; garnishments; flexible benefits; dues; state and federal taxes; retirement, voluntary insurances, and HRA).
  3. Process records for new employees and track new employees; benefits, raises. Also track employees promoted or reclassified for appropriate increases and report to state.
  4. Calculate benefit adjustments, deductions and payouts as a result of employment status changes such as termination, promotion/demotion, retirement, family status change, etc
  5. Process adjustments as a result of 3rd party insurances such as disability, worker’s compensation, etc..
  6. Prepare quarterly reports and annual reports for state and federal taxes.
  7. Process monthly and annual reports such as retirement, life insurance, 1095’s, and employee’s W-2’s.
  8. Provide employees with updates on payrolls and benefit issues.
  9. Answer any questions and concerns employees may have with regard to benefit issues.
  10. Generate vouchers for payments via check or electronic fund transfers.
  11. Generate payment batches and process electronic fund transfer payments.
  12. Prepare payday and vacation schedules annually
  13. Track WRS and ACA eligibility.
  14. EEOC Reporting
  15. Complete Employment Verifications, Unemployment Surveys, Benefit confirmations, etc
  16. Complete annual sick/vacation audit


Clerical/Administrative

  • Use specialized software programs to maintain and update the county web site and job posting web sites. 
  • Maintain working and archive office files, both paper and electronic.
  • Assist with preparing meeting agendas and associated documents for County Committees.
  • Answer the phone and respond to issues or direct to the correct department.
  • Maintain confidentiality of county operations, personnel, payroll and medical information.
  • Answer questions from public and staff on a wide range of topics.
  • Maintain County In-House telephone directory.
  • Assemble flyers, newsletters, marketing materials using various word processing and desktop publishing software.
  • Compile and analyze various data related to human resources including compilation of reports, spreadsheets, charts and graphs.


Human Resource Functions

  • Assist in ensuring that proper documentation is acquired and maintained in personnel and medical files.
  • Assist with filing and tracking of Worker’s Compensation claims.  
  • Assist with conducting orientation with new employees regarding benefits, policies and procedures. 
  • Assist with administering skills testing of applicants.
  • Assist with education and tracking of State and Federal Family and Medical Leave Requests. 
  • Research information for labor negotiation preparations and assist in drafting collective bargaining unit agreements and side letters.
  • Assemble and distribute employment vacancy notices utilizing a variety of agencies and on-line recruitment web sites.  
  • Assist with updating and maintaining Human Resource related information on the county web site and social media platforms.
  • Assist in maintaining and updating county safety, personnel and procedure manuals. 
  • Assist with coordination and facilitation of employee recognition and training events.
  • Assist with maintaining the electronic employment application, performance evaluation and job description software.
  • Assist in compiling and submitting the county’s Civil Rights Compliance Plan as required.
  • Respond to external agency requests for personnel related materials. 
  • Assist with compiling and analyzing human resource data including demographics, turnover, leave utilization, etc.
  • Assist with onboarding of new staff including coordination with departments, Information Technology, Payroll and maintaining the onboarding software.
  • Assist with preparing materials for and making presentations related to recruitment, including school presentations, Career events and Job Fairs.
  • Other duties as assigned.
  • Associate degree in Human Resources, Business Administration, Accounting or related field. 
  • Combination of five years of payroll and human resource experience.
  • Working knowledge of, and/or demonstrated ability to quickly learn in-house computer systems. Preference for experience working with governmental accounting and payroll processing involving State of Wisconsin Employee Trust Fund Benefits.
  • Significant computer experience, preference for experience with software used by Department (electronic mail, scheduling, Microsoft Office 365, NeoGov, Logos/New World Systems, and Internet.)
  • Meet bonding requirements.
  • Reliable transportation or a valid driver’s license.

Physical Requirements

A. Sit for extended periods of time.  

B. Extensive keyboarding and viewing of a computer monitor.

C. Dexterity sufficient to type, answer a telephone and use a 10-key calculator.

D. Vision sufficient to read a computer monitor and written documents.

E. Requires minimal lifting, occasionally up to 20 lbs.

             F. Auditory ability sufficient to hear and interpret speech in a standard meeting setting.
  • Knowledge of and understanding of Fair Labor Standards Act (FLSA)
  • Knowledge of and Experience tracking State and Federal Family and Medical Leaves.
  • Knowledge of and Experience managing Worker’s Compensation claims.
  • Knowledge of and Experience responding to Open Records Law Requests.
  • Experience updating web sites and using social media.
  • Knowledge of county department activities and resources. 
  • Strong communication skills including verbal and written.
  • Familiarity with Generative Artificial Intelligence (AI).
  • Ability to operate modern office equipment.
  • Strong organizational skills: Advanced knowledge and ability to use Office365 programs,  desktop publishing  and web search skills.
  • Good judgment and diplomacy.
  • Ability to establish and maintain effective working relationships.
  • Strong email and list experience.
  • Pleasant demeanor with employees and public in stressful situations.
  • Knowledge of State and Federal Personnel regulations.  
  • Knowledge of Open Meetings Law requirements, Open Records Requirements, and Meeting Notice requirements.
  • Ability to read and interpret statutes, vendor contracts and collective bargaining agreements.
  • Ability to research, compile and analyze data using various sources.

Salary : $54,995 - $61,110
