JOB REQUIREMENTS: Description Under the general direction of the County

Administrator, the Human Resource Director provides strategic leadership

and operational oversight for all HR functions. This role ensures

compliance with employment laws, drives workforce planning, and fosters

a culture of engagement, equity, and continuous improvement. The

Director serves as a trusted advisor to leadership and manages programs

related to recruitment, talent development, benefits, labor relations,

risk management, and organizational policy. This is a salaried, exempt

position. Examples of Duties Clerical/Administrative Use specialized

software programs to maintain and update the county web site. Update web

site with meeting information, Human Resources related materials as well

as County Administrator related public information. Write press releases

or articles. Draft correspondence such as employment offers and

disciplinary notifications. Maintain manual and electronic working and

archive office files. Prepare meeting agendas and associated documents

for various County Committees. Attend committee meetings and type

minutes of proceedings as needed. Answer the phone and respond to issues

or direct to the correct department. Maintain confidentiality of county

operations, personnel and medical information. Answer questions from

public and staff on a wide range of topics. Maintain County In-House

telephone directory. Compile and analyze various data related to human

resources & budgeting including compilation of spreadsheets, charts and

graphs. Serves as representative on the County Risk Management

Committee, and other committees as needed. Assist departments in

interpreting statutes, particularly those related to open meetings, open

records, and human resources. Human Resource Functions Supervise

Payroll/HR Specialist Coordinate annual benefit open enrollment. Ensure

that proper documentation is acquired and maintained in personnel and

medical files. Develop and update job descriptions of county personnel.

Ensure That Current Job Descriptions Are Maintained. Works With

Supervisors and employees to resolve employment-related conflicts and

concerns. Serves as the primary contact person for Worker\'s

Compensation claims and employees with work restrictions. Complete

annual report of worker\'s compensation injuries for state and federal

offices. Coordinate communications between the employee, employer,

medical provider and Worker\'s Compensation Carrier. Serves as the

primary contact person for Family and Medical Leaves. Includes

notification to employees, communication with medical providers and

coordination with department heads. Assist staff with benefit

interpretation and support. Update and enforce county policies and

procedures. Conduct orientation with new employees regarding benefits,

policies and procedures. Review employment applications, analyze

applicant qualifications and make recommendations on those persons to be

interviewed, conduct background and reference checks, administer skills

testing, and participate in the interview process/recommendation to

hire. Research information for labor negotiation preparations,

participate in negotiations, and assist in drafting collective

bargaining unit agreements and side letters. Assemble and distribute

employment vacancy notices utilizing a variety of agencies and on-line

recruitment web sites. Serves as primary point of contact for

applicants. Assist in maintaining and updating county safety, personnel

and procedure manuals. Make recommendations for modifications to policy

manuals. Ensure that current policies are posted on the county web site

and that employees are notified of changes. Serves as the primary

contact for employees regarding employee benefits. Coordinate and

Facilitate Employee Recognition events and materials. Serve as

administrator for the electronic employment application, performance

evaluation and job description software. Assist in analysis of benefit

programs including utilization, cost effectiveness, market comparables

and plan designs. Make recommendations for modifications to benefit

plans. Coordinate and facilitate county-wide staff training with regard

to employee benefits, personnel policies, county procedures, computer

programs, professional development and safety related topics. Analyze

position descriptions as necessary to determine the appropriate wage

level utilizing market comparables. Participate in performance and

disciplinary discussions as well as fact finding investigations. Provide

recommendations for appropriate disciplinary actions, performance

improvement plans and terminations. Assist in compiling and submitting

the county\'s Civil Rights Compliance Plan as required. Compile and file

annual US Department of Labor work related injury report. Respond to

external agency requests for personnel-related materials. Develop and

implement recruitment efforts including career fairs, public

presentations, electronic recruitment efforts, etc. This will include

public speaking in small and large group settings. Provide analysis and

recommendations regarding staffing levels, wages and benefits.

\*\*\*\*\* OTHER EXPERIENCE AND QUALIFICATIONS: Qualifications Four-year

degree in Human Resources, Business Administration, or related field and

five years of progressive HR experience, OR two year degree in Human

Resources, Business Administration, or related field and ten years of

progressive HR experience including: talent management, compliance,

employee relations and benefit selection/administration. Professional HR

certification (SHRM-SCP, SPHR) preferred. Proficiency in HRIS/ERP

systems, Microsoft Office 365, AI and data analytics tools. Strong

knowledge of employment law, labor relations, and compliance standards.

Valid driver\'s license and good driving record. Physical Requirements

  • Sit for extended periods of time. B. Extensive keyboarding and

viewing of a computer monitor. C. Dexterity sufficient to type, answer a

telephone and use a 10-key calculator. D. Vision sufficient to read a

computer monitor and written documents. E. Requires minimal lifting,

occasionally up to 20 lbs. F. Auditory ability sufficient to hear and
