JOB REQUIREMENTS: This position supports the financial operations of the
Department of Human Services by managing accounting entries, grant
tracking, and fiscal reporting. Examples of Duties A. Budget Preparation
and Financial Management 1. Compile and calculate preliminary financial
data for annual budget development. Assist with preparing department
budgets for individual grants. 3. Gather and organize financial and
statistical data for use by the Director and supervisory staff. 4.
Monitor program expenditures to ensure compliance with state Allowable
Cost Policies, single county audit guidelines, and county financial
guidelines. Support the development and oversight of Purchase of
Services contracts. B. Accounting and Fiscal Oversight Enter, review and
monitor financial data into local accounting systems. Maintain
accounting records, including journals, ledgers, and trial balances, and
reconcile them with the County Clerk\'s reports. Reconcile state
financial reports including GEARS, DMS-603, and DMS-620 reports. Track
payments, claims, and statistical reports to ensure accuracy. Assist in
preparing annual DCS-942 and HSRR reports by Target Group and Standard
Program Cluster. Oversee 1099 payments and annual reconciliation of
vendor payments. Monthly verification and reconciliation of payroll
entries and redistribution of Human Service salaries. Process annual
audit requests from providers. C. Other Job Duties Serve as the primary
point of contact for financial and administrative support when the
Financial Manager is unavailable. Assemble financial data for the Human
Services Annual Report. 3. Other duties as assigned \\\\\* OTHER
EXPERIENCE AND QUALIFICATIONS: Qualifications 1. Associate degree in
Accounting, Business, Finance, or a related field. 2. Minimum of five
years of experience in accounting; experience with governmental or fund
balance accounting preferred. 3. Proficiency with state and in-house
financial systems used by the department, or the ability to quickly
learn new systems. 4. Experience supporting human services programs is
preferred. 5. Advanced knowledge of Microsoft Excel Physical Demands 1..
