Bastrop County Emergency Services District #3 (BCESD#) is seeking a full-time Clinical Practice Supervisor - Education, Quality Assurance & Quality Improvement. This position is a senior clinical role credentialed at the Clinical Supervisor level within the BCESD#3 credentialing framework. Bastrop County ESD #3 is a newly formed taxing entity created to support and enhance the provision of emergency medical services in Bastrop County to over 110,000 residents across approximately 900 square miles. The District currently contracts with Acadian Ambulance for emergency ambulance service and coordinates with local fire departments and a county-wide non-profit for medical first response. Bastrop County is a rapidly growing suburban/rural county located just east of Austin/Travis County, Texas.
The Clinical Practice Supervisor is responsible for the development, delivery, and evaluation of EMS education and training programs; the ongoing monitoring and improvement of clinical care quality across the District’s contracted and coordinated providers; and the collection, analysis, and reporting of performance data to support evidence-based decision-making. This position functions as a subject matter expert, clinical educator, and quality improvement professional, working under the direction of the EMS Medical Director and District leadership.
Essential Functions
The following duties are intended to serve as a representative summary of the primary duties and responsibilities of the position. The incumbent may not be required to perform all duties listed and may be required to perform additional duties not included in this description.
The desired candidate will have a demonstrated history in emergency medical services with direct experience in clinical education, quality assurance, and data-driven performance improvement. Specific attributes include, but are not limited to:
- Designing, developing, and delivering EMS education and continuing education programs for District personnel and contracted provider staff, including initial competency training, skills maintenance, and clinical protocol updates.
- Conducting systematic quality assurance reviews of patient care reports (PCRs), clinical documentation, and field performance data to identify trends, deficiencies, and opportunities for improvement.
- Collecting, analyzing, and interpreting EMS performance data using ePCR platforms and data analytics tools; producing regular QA/QI reports for the Medical Director and District leadership.
- Developing and implementing quality improvement initiatives based on data findings, best practices, and medical director guidance; tracking outcomes and reporting on initiative effectiveness.
- Serving as a Field Training Officer (FTO) resource and mentor; providing structured preceptorship, remediation, and competency evaluation for field personnel.
- Participating in the development, review, and updating of clinical protocols, standard operating procedures, and standing orders in coordination with the Medical Director.
- Coordinating and facilitating case review, morbidity and mortality (M&M) review, and clinical debriefs to promote continuous learning across the system.
- Maintaining thorough and accurate records of training activities, competency evaluations, QA case reviews, and improvement initiatives.
- Collaborating with contracted EMS providers, fire departments, and first responder agencies on system-level education, clinical standards, and performance benchmarking.
- Maintaining a professional appearance and serving as a clinical role model for EMS personnel across the District.
- Advocating for evidence-based clinical practices and a culture of safety, accountability, and continuous improvement throughout the EMS system.
- Supporting provider agency compliance with state EMS regulations, DSHS requirements, and District clinical standards.
- Adhering to all applicable local, state, and federal EMS regulations, protocols, and District policies.
Minimum Qualifications/ Requirements
Required
- High school diploma or GED (associate’s or bachelor’s degree in EMS, healthcare, education, or related field strongly preferred).
- Current Texas Department of State Health Services (DSHS) Paramedic licensure in good standing.
- Current valid Class C State of Texas Driver License or ability to obtain.
- Minimum of three (3) years of experience as a licensed Paramedic in a primary 911 emergency response role, or equivalent high-acuity clinical experience as determined by the Medical Director.
- Demonstrated proficiency in data analytics and performance evaluation, including use of ePCR reporting tools, data dashboards, or comparable platforms for EMS quality measurement.
- Must be able to obtain and maintain Bastrop ESD #3 clinical credentialing at the Clinical Supervisor level within 60 days of employment.
Preferred Qualifications/Requirements
- Associate’s or bachelor’s degree in emergency medical services, education, healthcare administration, or a related field.
- Prior experience as an EMS educator, clinical instructor, or training officer in a formal program or agency setting.
- Experience as a Field Training Officer (FTO) with structured preceptorship and competency evaluation responsibilities.
- NAEMSE Instructor I certification or current Texas EMS Instructor certification (DSHS).
- NIMS ICS 100, 200, 300, 400.
- FP-C, CCP-C, CCEMTP certification preferred
The position requires proficiency in:
- Adult education principles, instructional design, and curriculum development for EMS or clinical training programs.
- Ability to supervise subordinate personnel.
- Data collection, analysis, and reporting using ePCR platforms, spreadsheets, or data dashboard tools.
- Preparation of QA/QI reports, performance summaries, training records, and clinical documentation.
- Effective written and oral communication, including professional presentations to clinical staff, leadership, and external stakeholders.
- Microsoft Office Suite (Word, Excel, PowerPoint) and common EMS software platforms used for training management and quality review.
- Competency-based evaluation methods, remediation planning, and field performance assessment tools.
- Adherence to and enforcement of clinical protocols, policies, procedures, and applicable state and federal EMS regulations.
