The Department of Recreation and Parks currently has a Non-Merit vacancy for a Permit Zone Coordinator.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Schedule: 34 hours per week. Monday through Friday.  Plus County benefits. 

Definition of Responsibility
This role ensures compliance with local regulations, coordinates with internal departments and external stakeholders, and provides excellent customer service to community members and organizations seeking to use public spaces.

Under general supervision, the Parks and Recreation Permit Coordinator manages the permitting process for the use of public parks, recreation facilities, and special events. 

Examples of Essential Duties
  • Process and review applications for park and facility use permits in a recreation zone, including athletic fields, pavilions, picnic areas, and community centers.
  • Ensure all required documentation and fees are submitted and compliant with policies.
  • Maintain accurate records of permits issued and facility availability.
  • Serve as the primary point of contact for permit inquiries via phone, email, and in-person.
  • Guide applicants on rules, regulations, and available facilities.
  • Resolve conflicts or scheduling issues diplomatically and efficiently.
  • Collaborate with recreation staff to ensure readiness and support for permitted events.
  • Notify relevant departments of upcoming events and potential impacts on public access or services.
  • Assist in the development and communication of seasonal schedules for sports leagues and community events.
  • Enforce Park rules and regulations related to permitted activities.
  • Monitor usage trends and recommend updates to policies and procedures.
  • Assist in developing and updating permit forms, guidelines, and online systems.
  • Utilize recreation management software to track permits, payments, and facility usage.
  • Generate reports on permit activities, revenue, and facility utilization.
  • Support the implementation of online permitting systems and digital workflows.

Associate’s degree in Parks and Recreation, Public Administration, Business, or related field. 

Additional experience as described in the essential duties may be substituted on a year-for-year basis for the required education.

Experience
At least one (1) year of experience in permitting, registration, customer service, or parks and recreation administration. 

Additional education related to program/facility registration may be substituted on a year-for-year basis for the required experience.

  • Proficiency in Microsoft Office and recreation management software
  • Ability to interpret and apply policies and regulations
  • Skill in responding to inquiries and handling routine complaints
  • Ability to establish and maintain effective working relationships.
  • Ability to adapt to changing conditions quickly

Proof of Licenses, Certifications and Education
Applicants are required to submit proof of professional licenses, certifications, and education beyond high school to meet the position's required and preferred qualifications. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

Possession of a valid driver's license equivalent to a non-commercial, class C Maryland driver's license is required at the time of appointment.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated in their application, including answers to the supplemental questions. Applicants must clearly and completely state the dates and duties of their past and present experience for evaluation purposes.Physical and Environmental Conditions
  • The work of these positions is essentially sedentary with occasional walking and/or lifting or other restricted physical activities
  • Possession of a valid driver's license equivalent to a non-commercial, class C Maryland driver's license is required at the time of appointment
  • Office environment with occasional site visits to parks and facilities
  • Schedule: 34 hours per week. Monday through Friday
Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete an employment investigation, including, but not limited to, criminal background, education, and fingerprinting checks.
