Job Description

Performs complex accounting clerical duties in support of the Office of Title I and the Office of Community Schools. Assists in the development of proposed budgets for allocations from Title I & Concentration of Poverty (CoP) grants.Trains school-based staff on compliant fiscal documentation, budget management, and fiscal planning procedures.Monitors expenditures to ensure compliance. Generates and reviews reports. Provides advice and guidance regarding Title I & CoP grants.Performs other duties as assigned.

Responsibilities

EXAMPLES OF DUTIES:

  • Supports schools and central office staff with training school based staff on the accuracy of completing fiscal documentation, budget management and fiscal planning.
  • Collaborates with accountants and staff to ensure school staff are properly trained on spending and documentation alignment with grant requirements.
  • Coordinates with school and central office staff to correct or acquire documentation.
  • Responds to questions regarding appropriate accuracy of completing fiscal documents for expenditures and remaining funds in accounts.
  • Reviews reports of Title I and CoP expenditures at each school and updates budget tracking documents with data from the financial system as needed. Processes financial transactions.
  • Prepares position work documents in conjunction with accountants to ensure the accuracy of time and effort cost associated with Title I grants.
  • Provides procedural training and technical assistance to school‑based staff and Title I grant bookkeepers on fiscal documentation requirements, grant workflows, and established Title I, School Improvement, (CoP) grants, and other future or potential federal and state grants. fiscal procedures.
  • Develops, updates, and disseminates training materials, job aids, reference guides, and documentation standards related to grant fiscal processes, including expenditure preparation, budget tracking, payroll documentation, and time and effort requirements.
  • Facilitates small group or individual support sessions for schools and staff to reinforce proper fiscal practices and address recurring documentation or processing issues identified through routine monitoring.
  • Supports the implementation of fiscal procedures and guidance developed by Fiscal Trainers, Accountants, and Fiscal Supervisors by providing consistent messaging, clarification, and hands‑on process support to schools and central office staff.
  • Provides best‑practice guidance to school staff on maintaining accurate and complete fiscal documentation in accordance with federal grant requirements, records retention standards, and internal control procedures.
  • Coordinates with Fiscal Trainers, Accountants, and Fiscal Supervisors to identify common training needs, compliance trends, or documentation challenges and supports targeted professional learning efforts in response.
  • Assists in onboarding and orientation for new school‑based fiscal staff or grant bookkeepers by explaining established Title I and CoP fiscal processes, tools, and documentation expectations.
  • Compiles, stores and files completed fiscal documentation in appropriate location.
  • Attends and makes use of training opportunities.
  • Performs other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS

Education, Training, And Experience

  • Graduation from an accredited college or university with an associate degree or the completion of 60 college credits in accounting, business administration, or a related field.
  • Six years of experience in accounting, bookkeeping, or fiscal control work.
  • Experience with grant budget preparation process and monitoring of budget expenses is preferred.Experience leading or training preferred.

Knowledge, Skills, And Abilities

  • Thorough knowledge of the practices and procedures of accounting clerical work and bookkeeping.Knowledge of office practices and procedures.Knowledge of personal computers and MS Office software applications, with a intermediate level of proficiency in the use of Microsoft Excel. Establish and maintain effective working relationships with others.Experience with accounting software.Ability to work well independently.
  • Skill in preparing, reviewing and maintaining a variety of complex accounting records and reports.Skills in analyzing and reconciling financial data.Skill in rapid and accurate data entry.Skill in interpreting and applying rules, regulations, policies and procedures.
  • Ability to communicate effectively.Ability to perform mathematical computations.Ability to follow rules and regulations. Physical And Environmental Conditions

The work of this class is generally sedentary and performed in an office environment. It requires the use of keyboards, calculators, and other office equipment.

FLSA Status: Non-Exempt

Retirement: Eligible for the Baltimore County Employees' Retirement System.

Salary: $25.18 - $ 44.06/hour depending on experience, based on grade 06, ESPBC (Education Support Professionals of Baltimore County) pay scale, effective January 1, 2026.

Pre-Employment Requirements

  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience, you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination.
