Examples of Duties

Job Purpose
Under general supervision, performs professional fiscal, administrative, and analytical duties in the development and management of an inter-agency system of care that promotes the well-being of children, youth and families in Baltimore County.

Essential Job Duties
  • Participates in the community needs assessment process to include the collection, organization, analysis, and display of indicator data associated with specific community result areas
  • Participates in the community planning process to include:
    • The identification and prioritization of community needs
    • The identification and analysis of the issues contributing to those needs
    • The identification of strategies to address priority needs
    • The creation of action plans to implement chosen strategies
  • Participates in the development and monitoring/oversight of a variety of public health programs/services that are delivered by agencies/vendors for the purpose of addressing prioritized community needs
  • Works to develop, nurture, and sustain collaboration with local and State agencies in the pursuit of positive outcomes for County citizens
  • Participates in the preparation of grant proposals and other reports essential to developing and sustaining funding streams for programs/services
  • Provides information, education, and assistance to agencies/vendors in the implementation of Results-Based Accountability (RBA)
Examples of Other Duties
  • Prepares reports, documents and correspondence
  • Reviews, monitors and manages program/service budgets
  • Represents the County/LMB at meetings and through participation on workgroups
  • Performs other related duties as required

Required Qualifications
Graduation from an accredited college or university with a bachelor's degree in business administration, public health or a social or behavioral science.

Knowledge, Skills and Abilities (Entry Level)

  • Ability to employ problem-solving techniques when appropriate
  • Skill in the use of automated office systems for word processing, database management, and spreadsheet software packages
  • Skill in monitoring and evaluating program/service delivery
  • Skill in performing analysis of financial reports

Knowledge, Skills and Abilities (Entry Level) (Full Performance)
  • Thorough knowledge and understanding of applicable local and State policies and procedures of the agencies collaborating with the Local Management Board in the delivery of programs/services to County citizens
  • Thorough knowledge of County and departmental rules, regulations, policies, and procedures related to procurement and budget matters
  • Thorough knowledge of the human service resources available in the community
  • Thorough knowledge of Results-Based Accountability (RBA) and its implementation as a quality assurance and evaluation tool for programs/services
  • Skill in identifying community needs, as well as determining and implementing the research/evidence-based programs/services that address these needs
  • Skill in administering contracts and grants

Health Insurance
In order to qualify for health insurance benefits (medical, prescription, dental and vision insurance), part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.

Health Insurance benefits elected become effective the first day of the month following the date of hire if the employee has completed online enrollment prior to that date. New employees must enroll within thirty (30) calendar days of hire. Plans offered include:

Medical, Prescription, Dental and Vision insurance.

Flexible Spending Accounts
Opportunity to set aside pre-tax dollars, through payroll deduction, for eligible unreimbursed medical care expenses and/or dependent care costs.

Life Insurance
In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
