About the Position
We are seeking a highly skilled Senior Consultant to lead cost estimation services in support of the Library of Congress’ Office of the Chief Information Officer (OCIO).

Location: Remote (local to the Washington, DC commuting area)
Key Responsibilities:
- Cost Estimation Leadership:
Develop comprehensive cost estimates for major IT programs and projects, including maintenance, training, ongoing support, and integration costs.
Apply parametric cost estimating methods using the SEER Cost Estimation product suite (licenses provided) to project full life cycle costs over five years. - Process Guidance and Improvement:
Maintain and enhance cost estimation processes to ensure compliance with GAO and OMB best practices.
Analyze statutory requirements, coordinate stakeholder feedback, and draft guidance for process implementation and compliance. - Quality Control:
Conduct objective, non-biased reviews of IT cost estimates at various project lifecycle stages, ensuring adherence to Library documentation standards and policies.
Provide independent verification of ROMs, detailed project charters, and IGCE documentation for contracts. - Operational Support:
Gather and input project data into SEER, maintain labor categories/rates, and (optionally) develop standard cost estimation templates.
Ensure accurate and timely data collection to support analogous cost estimation and support operational excellence. - Project Management & Communication:
Participate in project planning, scheduling, and regular meetings with Library stakeholders.
Prepare and submit status reports, management plans, quality control documentation, and deliverables in agreed-upon formats.
Requirements:
- Minimum five (5) years’ combined experience in IT cost estimating and information systems development, acquisition, operations, or maintenance.
- At least two (2) years applying GAO cost estimating/assessment guides, GAO Agile assessment guide, CPIC, and/or PMI cost estimating best practices.
- Demonstrated ability to analyze project requirements and lead the preparation of hardware/software cost estimates.
- Bachelor’s degree (BS/BA) or equivalent education. In lieu of a degree, recognized certifications such as PMP, FAC-P/PM, CCEA, PCEA, and/or SCEC will be accepted.
- Progressively responsible experience and training sufficient to perform duties independently.
- Experience with SEER Cost Estimation product suite is strongly preferred.
Clearance Requirement:
- Must be eligible for Library of Congress security clearance
