We operate one of the largest and most complex public water systems in New Jersey, producing award-winning drinking water from both surface and groundwater sources through a conventional surface water treatment plant, multiple pumping and storage facilities, and an extensive distribution network that must operate reliably 24 hours a day, 365 days a year.

The Opportunity:

The Atlantic City Municipal Utilities Authority is seeking a Utilities Engineer to support water treatment, water distribution, and capital infrastructure projects throughout the organization.

Reporting directly to the Deputy Executive Director of Operations, this position offers a unique opportunity to gain experience across engineering, utility operations, infrastructure planning, public infrastructure financing, regulatory compliance, consultant management, and technical project support. The successful candidate will work closely with Authority leadership, the Project Manager, operations staff, finance staff, consulting engineers, contractors, and regulatory agencies to help deliver projects that directly impact public health, infrastructure reliability, and the future growth of Atlantic City.

This position is ideal for an engineer who wants to move beyond traditional design work and gain hands-on experience in engineering analysis, infrastructure planning, utility operations, consultant coordination, regulatory compliance, and the delivery of complex public infrastructure projects. The role offers broad exposure to every stage of the engineering process while providing opportunities for professional growth and advancement.

Position Overview:

• Performs engineering work related to the planning, evaluation, design, financing, operation, maintenance, and rehabilitation of public water treatment and water distribution facilities.
• Serves as the Authority's primary engineering resource for capital and operational initiatives, working closely with the Project Manager, Authority staff, consultants, contractors, and regulatory agencies to provide engineering analysis, design review, consultant coordination, infrastructure planning, regulatory support, and technical guidance throughout project development and implementation.
• Exercises independent judgment while evaluating engineering alternatives, reviewing technical documents, solving complex engineering challenges, and developing practical solutions that support the Authority's operational, infrastructure, and strategic objectives.

Key Responsibilities:

• Assists with the planning, coordination, and implementation of engineering projects involving water treatment facilities, wells, pumping stations, storage facilities, transmission mains, distribution systems, and related infrastructure.
• Supports capital improvement projects through engineering planning, financing, design review, permitting, and technical support during construction.
• Coordinates with consulting engineers to establish priorities, review deliverables, identify technical issues, and help ensure projects advance in accordance with Authority goals and engineering standards.
• Reviews consultant and contractor invoices to verify accurate billing against project milestones.
• Reviews engineering studies, reports, plans, specifications, technical memoranda, and cost estimates for technical adequacy, constructability, regulatory compliance, and alignment with Authority objectives.
• Assists in the development and implementation of the Authority's Capital Improvement Program and long-range infrastructure planning initiatives.
• Works with Authority leadership, Finance staff, consultants, and funding agencies on projects financed through the New Jersey Infrastructure Bank and other public funding programs.
• Assists with grant applications, financing documentation, project budgets, cost estimates, funding requests, and technical project reporting.
• Provides engineering support during construction, including technical review of contractor submittals, shop drawings, requests for information (RFIs), change orders, and other engineering-related project documentation. • Participates in construction meetings, design review meetings, field inspections, and regulatory meetings to provide engineering support and technical guidance.
• Coordinates with operations and maintenance personnel to ensure projects support long-term system reliability, operational needs, maintainability, and regulatory compliance.
• Participates in regulatory inspections, audits, permitting activities, and compliance initiatives involving NJDEP, USEPA, and other agencies.
• Prepares technical reports, engineering correspondence, permit applications, presentations, and project documentation.
• Provides technical support during emergency response situations involving water treatment and water distribution facilities.
• Performs other related duties as assigned.

Knowledge, Skills, and Abilities:

• Knowledge of engineering principles and practices applicable to public water treatment, water distribution, and utility infrastructure.
• Knowledge of project planning and engineering support principles, including consultant coordination, infrastructure planning, construction support, and project delivery.
• Knowledge of, or ability to learn, New Jersey public infrastructure financing and capital project funding mechanisms, including New Jersey Infrastructure Bank financing programs and related requirements.
• Familiarity with, or the ability to quickly acquire knowledge of, applicable federal, state, and local regulations governing public water systems, permitting, and utility operations.
• Ability to review engineering drawings, plans, specifications, technical reports, and consultant deliverables to identify technical issues and recommend practical solutions.
• Ability to manage multiple assignments and priorities while supporting engineering projects and operational initiatives.
• Ability to build and maintain productive working relationships with Authority staff, consultants, contractors, vendors, regulatory agencies, elected officials, and the public.
• Excellent written and verbal communication skills, including the ability to prepare technical reports, correspondence, presentations, permit applications, and project documentation.
• Strong analytical, organizational, and problem-solving skills.
• Ability to exercise sound engineering judgment, evaluate technical alternatives, and maintain accountability for assigned projects and engineering responsibilities.
• Proficiency with Microsoft Office Suite and the ability to utilize engineering, document management, GIS, SCADA, and other utility-related software applications.

Minimum Qualifications:

• Bachelor's Degree in Civil Engineering, Environmental Engineering, or a closely related engineering discipline.
• Possession of a valid Engineer-in-Training (EIT) certification.
• Possession of a valid driver's license. Preferred Qualifications.
• Progress toward Professional Engineer (PE) licensure.
• New Jersey Water Treatment and/or Water Distribution Operator License.
• Experience working with municipal utilities, public infrastructure, water treatment facilities, water distribution systems, engineering consultants, or construction projects.
• Experience with project management, design review, permitting, construction administration, or capital improvement projects.
• Familiarity with AutoCAD, GIS, SCADA systems, asset management programs, or utility infrastructure planning.

Physical Demands and Work Environment:

Work is performed in both office and field environments and may require visits to treatment facilities, pumping stations, construction sites, and distribution system assets. Duties may involve walking on uneven terrain, climbing stairs or ladders, and exposure to varying weather conditions.
