Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:

- Experience interpreting regulatory guidance to assist in the development of policies for government insured or guaranteed single family mortgages; AND
- Experience communicating and developing new or revised policies, procedures, standards or guidance for government-insured or conventional single family home mortgage programs; AND
- Experience providing technical guidance on policies, regulations and procedures on single family home mortgage programs.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing is committed to building and preserving healthy neighborhoods and communities through homeownership, rental housing and healthcare opportunities.

The Office of Single Family Housing is responsible for the overall management of Single Family mortgage insurance programs for the Federal Housing Administration (FHA). The Office assists in the expansion of affordable and quality homeownership opportunities for individuals and families who are traditionally underserved by the private market. The Office also acts as a stabilizing force in the single family home financing market by increasing access to mortgage credit. Policies and programs administered by the Office-from becoming an FHA-approved mortgage lender or other stakeholder, to mortgage origination through post-closing and endorsement processes, servicing of FHA mortgages, and beyond-assist in the provision of these affordable mortgage programs while meeting the needs of borrowers. These functions are carried out by dedicated staff in our Washington, DC headquarters, four Homeownership Centers in Atlanta, GA, Denver, CO, Philadelphia, PA, and Santa Ana, CA, and through our National Servicing Center in Tulsa, OK.

As a Housing Program Policy Specialist, you will:
  • Advise the Division Director regarding issues or problems that hinder effective operations of Single Family Programs.
  • Provide input to the Director and Deputy Director in reference to Single Family Housing programs.
  • Respond to work assignments from the Division Director. The incumbent assists the HOCs by providing technical support.
  • Initiate and provides technical advice, guidance and interpretation of policies and procedures on Single Family housing programs for Headquarters and field office staff and affected members of the general public.
