Qualifications:
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience:For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
- Preparing statistical and narrative reports using budget, financial, or programmatic data; AND
- Working closely with program and accounting staff to estimate funding requirements; AND
- Implementation of budget formulation and execution activities for various programs (e.g., direct loan or loan guarantee programs, etc.); AND
- Assisting in the development of appropriation language to support budgetary requirements.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

The DAS for Finance and Budget is responsible for the integrity of all Housing-FHA accounting records, the preparation of timely and accurate financial and management reports on all FHA activities.
As a BUDGET ANALYST, you will:
- Provide advice to top management on the Federal budget process.
- Provide long-range analysis of the potential effects of budgetary actions on national economic, social, and political objectives.
- Provide authoritative interpretations of Congressional legislation and OMB policies and precedents.
- Review, approve, disapprove, and recommend the amount and timing of allotments of funds to agency components and programs.
- Develop proposed appropriation language in support of new or revised program and budgetary requirements. Track progress of program office appropriations through Congress.
- Justifiy budget before OMB staff. Provide liaison between OMB staff and program office budget offices.
