Qualifications:

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:

- Designing, constructing, or testing of timber/wood framed structures to a Code or standard; AND
- Shaping technical, legal, and/or public or corporate policy through engineering insight; AND
- Communicating complex issues and materials clearly and in a persuasive manner that can withstand scrutiny; AND
- Mentoring and training junior staff members; AND- Leading teams of technical and non-technical staff to plan, execute, and complete complex projects.


The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing is committed to building and preserving healthy neighborhoods and communities through homeownership, rental housing and healthcare opportunities.

The Office of Manufactured Housing Programs (OMHP) is located within the Office of Housing and has a mission to protect, preserve, and promote the quality, durability, safety, and affordability of manufactured homes throughout the United States. OMHP protects the health and safety of manufactured home residents through the enforcement of the federal manufactured home construction and safety standards, installation standards, and the administration of dispute resolution between manufacturers, retailers, and installers. As authorized by the National Manufactured Housing Construction and Safety Standards Act of 1974, HUD enforces standards both directly and through state agencies; inspects factories and retailer lots; regulates installation; administers dispute resolution; establishes and collects fees for each home built; authorizes a certification label for each section of a compliant home; pursues civil or criminal penalties for violations of the Act; and oversees the Manufactured Housing Consensus Committee.


As a Civil Engineer (Structural), you will:

- Be responsible to the Administrator for administering and supervising multiple functions related to the development of Manufactured Housing Standards and to the enforcement of manufactured housing construction, quality control and installation programs as required by the Manufactured Housing Construction and Safety Standards Act, Manufactured Home Procedural and Enforcement Regulations for compliance with the Manufactured Home Construction and Safety Standards, and the Model Installation Standards.
- Interpret regulations regarding installation as well as the procedures of the 3rd party agencies working on HUDs behalf (primary inspection agencies PIAs); resolve disputes between PIAs, manufacturers, installers and or HUDs contract agent by writing interpretative letters and bulletins directing parties on how to proceed in accordance with Federal Regulations; evaluate the reports of HUD inspectors and HUDs contract agent to determine if enforcement of the Federal Standards is being performed in a uniform and effective manner in all states by all PIAs, installers, inspectors and related parties, and initiates corrective action as required.
- Recommend HUD random inspections and evaluate installation and/or enforcement procedures for maximum overall coverage and determines where the frequency of HUD inspections must be increased or decreased to address current problem; is the consulting authority on all matters related to the federal enforcement of manufactured home and Model Installation standards.
- Collaborate and coordinate with officials of state and private certification agencies and other Departmental elements on all facets of analyzing reports and initiating corrective action.
- Compose correspondence and reports to be submitted through channels to the Assistant Secretary for Housing, the Secretary, other Departmental officials, officials of other agencies, and to the Congress.
