The successful candidate will be a full-time employee of ASRT, Inc. and will be assigned to support a Defense Health Agency (DHA) initiative in Falls Church, VA.

The Sr. Program Manager, IT Human Capital Management Support will provide strategic and operational support for managing military and civilian IT personnel within the Defense Health Agency (DHA). This role will involve supporting human capital initiatives, including manpower planning, performance management, and workforce development to ensure mission readiness and personnel alignment with DHA objectives.

Major Duties And Responsibilities
- Provide senior-level human capital management support to DHA's IT workforce.
- Support the management and development of military personnel in accordance with applicable Army, Navy, and Air Force regulations.
- Assist in civilian personnel management, including onboarding, workforce assessments, and HR coordination.
- Contribute to manpower planning and workforce optimization efforts.
- Develop and maintain documentation, processes, and performance management tools related to workforce development.
- Coordinate with internal and external stakeholders to ensure compliance with DoD personnel policies.
- Prepare and present reports on manpower utilization, performance metrics, and staffing trends.
MINIMUM QUALIFICATIONS
Education And Experience
- Minimum 6 years of relevant experience in program management, human capital strategy, or military/civilian workforce planning.
- Bachelor’s in HR, Organizational Development, or related.
- Active Public Trust Clearance.
- Comprehensive understanding of Army, Navy, and Air Force military personnel and manpower programs and regulations.
- Strong experience with workforce planning, performance management, and human capital management practices.
- Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel, Outlook), and SharePoint.
- Excellent verbal and written communication skills.
- Exceptional organizational, analytical, and problem-solving skills.
- Self-motivated with high attention to detail and the ability to manage multiple priorities.
- Experience supporting the Department of Defense (DoD), especially the Defense Health Agency (DHA).
- Prior experience implementing workforce development and optimization initiatives within a federal environment.
