Construction Permitting Specialist
Location: Englewood, CO
Job Type: Contract-to-Hire
We are seeking a Construction Permitting Specialist to support utility infrastructure projects involving overhead and underground transmission and distribution lines. This role is responsible for securing Right-of-Way, Access, Right-of-Entry, and Encroachment Permits while coordinating with multiple jurisdictions and project stakeholders.
The ideal candidate will have strong organizational skills, attention to detail, and the ability to manage multiple permitting processes simultaneously.
Key ResponsibilitiesResearch & Analysis
- Perform desktop reviews of project plans and identify applicable federal, state, and local permitting requirements
- Research permitting needs including utility installation permits, temporary construction access permits, and railroad encroachment permits
- Coordinate with engineering and construction teams to gather necessary project details (civil, foundation, line, and restoration)
Documentation & Permitting
- Prepare and assemble construction permit packages for internal review
- Submit permit applications to governing agencies and track status through approval
- Coordinate approvals for access, road crossings, and right-of-way occupancy
Data & Field Support
- Maintain and update ArcGIS Online (AGO) with permit data, status tracking, and spatial information
- Participate in field reviews and site visits to support constructability assessments and data collection
- Track and document changes to construction plans as part of the change management process
Coordination
- Support the Project Manager with stakeholder communication and coordination meetings
- Interface with agencies such as state DOT, railroads, and local municipalities
- Assist with permit and agreement closeout following project completion
- Experience working with construction permitting, utilities, or infrastructure projects
- Familiarity with Right-of-Way, Access, Right-of-Entry, and Encroachment permitting processes
- Ability to coordinate with multiple stakeholders including engineering teams, construction personnel, and government agencies
- Strong attention to detail and organizational skills
- Proficiency in Microsoft Excel and Word
- Experience with ArcGIS Online (AGO) is preferred
- Work involves coordination with agencies such as state transportation departments, railroads, and local public works organizations
- Combination of office-based work and occasional field/site visits
