Construction Permitting Specialist

We are seeking a Construction Permitting Specialist to join a dynamic project team supporting large-scale infrastructure and construction initiatives in Golden, Colorado. This role is a contract-to-hire opportunity offering long-term career potential.
As a Construction Permitting Specialist, you will be a key member of the TCLO project team, reporting directly to the Construction Permitting Lead. Your role begins at project inception, with a strong emphasis on front-end construction permitting services, ensuring regulatory requirements and land considerations are identified early to enable efficient project execution.
You will support the permitting lifecycle from initial desktop reviews through final permit closeout, helping ensure a seamless process from planning through construction completion.
Key ResponsibilitiesResearch & Analysis- Assist in developing the Preliminary Permit Matrix (PPM) and Preliminary Land Rights Matrix (PLRM).
- Conduct desktop reviews of project plans to define project footprint and regulatory requirements.
- Research federal, state, and local permitting requirements and applicable construction codes.
- Identify anticipated permits such as:
- CDOT utility installation permits
- Temporary Construction Access permits
- Right-of-Way (ROW) permits
- Land use permits
- ACOE permits and other jurisdictional approvals
- Coordinate with civil, foundation, transmission line, and restoration teams to gather construction details.
- Prepare and draft construction permit packages for internal review.
- Submit permit applications to jurisdictions and track progress through approval.
- Support coordination of jurisdictional approvals for access, road crossings, and ROW occupancy.
- Prepare final permit packages for submittal and project closeout.
- Maintain and update project spatial data within ArcGIS Online (AGO).
- Track permit requirements, approvals, and status updates in AGO.
- Participate in field reviews and site visits to gather data and assess constructability.
- Support change management by documenting updates and modifications to construction plans.
- Support the Construction Permitting Lead in stakeholder coordination and meetings.
- Facilitate communication between project teams, agencies, and stakeholders.
- Assist with permit and agreement closeout activities upon project completion.
- Bachelor's degree in Construction Management, Environmental Science, Planning, Engineering, Geography, or a related field preferred (or equivalent experience).
- Experience supporting construction permitting, land use, or infrastructure projects.
- Familiarity with federal, state, and local permitting processes.
- Experience conducting desktop reviews and regulatory research.
- Working knowledge of ArcGIS Online (AGO) or GIS platforms.
- Strong organizational skills with the ability to manage multiple permits and deadlines.
- Excellent written and verbal communication skills.
- Experience with transportation, utility, or infrastructure permitting.
- Knowledge of Colorado permitting agencies and processes.
- Experience coordinating ROW, access, or environmental permits.
- Field coordination or construction support experience.
