The LMS Course Specialist serves as a subject matter expert for Army Training Information System (ATIS) and Blackboard platforms, supporting the full lifecycle of course development, delivery, and continuous improvement. Key Responsibilities
- LMS Administration & Course Management
- Manage and sustain LMS courses throughout the full lifecycle
- Create and maintain courses using approved naming conventions
- Monitor ATIS/Blackboard performance, availability, and stability
- Ensure continuous access and functionality for all users
- System Support & Technical Expertise
- Serve as LMS/ATIS subject matter expert (SME)
- Troubleshoot system issues including database, content, and access problems
- Coordinate with USAFCOEFS stakeholders and Army Training Support Center (ATSC)
- Support system upgrades and integration of new LMS technologies
- Training & User Support
- Provide training to instructors, course managers, and new users within 10 working days
- Support course design, test creation, surveys, and gradebook functions
- Assist instructors with course facilitation and LMS usage
- Provide ongoing technical support to ensure effective system use
- User Access & Enrollment Management
- Serve as primary point of contact (POC) for user enrollment and disenrollment
- Manage user roles, permissions, and access controls
- Ensure proper access for students, instructors, and course developers
- Analytics, Reporting & Continuous Improvement
- Monitor and analyze LMS usage, performance, and availability
- Provide monthly reports with insights, recommendations, and system updates
- Participate in meetings to support strategic planning and system enhancements
- Recommend new technologies, capabilities, and mobile solutions
- Compliance & Content Security
- Safeguard testing materials and sensitive course content
- Ensure access is limited to authorized personnel (e.g., Test Control Officers)
- Maintain compliance with Army and DoD policies for information security
- Bachelor’s degree in Instructional Design, Education, Information Systems, or related field (or equivalent experience)
- 3 years of experience supporting Learning Management Systems (LMS)
- DoD Secret Clearance
- Meet DoD 8570/8140 IAT Level II requirements, maintaining certification throughout the contract period
- Compliance with DoD cybersecurity and information assurance policies
- Ability to safeguard Controlled Unclassified Information (CUI) and testing materials
- Experience with Blackboard LMS (preferred) or similar platforms
- Familiarity with ATIS or Army Distributed Learning environments
- Knowledge of course development, instructional technologies, and eLearning tools
- Understanding of database/content management within LMS platforms
- Experience training users in technical systems and applications
- Ability to manage multiple courses and stakeholders simultaneously
- Strong communication and collaboration skills
- Experience in DoD or Army training environments
- Familiarity with ATSC processes and Army Distributed Learning systems
- Experience supporting blended learning or large-scale training programs
- Knowledge of LMS analytics and reporting tools
