Heavy Haul (HH) Over-Dimensional Permit Manager
The Heavy Haul (HH) Over-Dimensional Permit Manager is a critical leader within the ATS Heavy Haul Division, responsible for driving safe, efficient, and cost-effective movement of over-dimensional freight. This role oversees all aspects of the permit function—including people, processes, systems (LME), and state/local partnerships—to minimize delays, reduce costs, and enhance both customer and driver experience.
This leader serves as a subject matter expert, problem solver, and collaborator, ensuring operational excellence while continuously improving efficiency, quality, and productivity across the department.
What You'll Do:
Leadership & Team Management
- Lead, hire, develop, and coach the Heavy Haul Permit team to achieve high performance.
- Establish clear expectations, processes, and strategic direction for the department.
- Foster a culture rooted in safety, service excellence, accountability, and continuous improvement.
- Build bench strength and develop talent aligned with ATS leadership expectations.
Operational Excellence
- Ensure safe, compliant, and profitable execution of heavy haul movements through optimized route planning.
- Oversee permitting processes to meet regulatory requirements while minimizing delays and cost impacts.
- Track and analyze performance metrics (permits, police escorts, utilities, etc.) to identify improvement opportunities.
- Develop and maintain tools, resources, and standardized processes to drive efficiency.
Collaboration & Problem Solving
- Partner cross-functionally with Driver Managers, Customer Service, Projects, Brokerage, Sentinel, and others.
- Act as the primary escalation point for complex permit or routing challenges.
- Gather and analyze information to assess risk and present innovative, practical solutions.
- Contribute expertise in project planning and over-dimensional strategy discussions.
Regulatory & Industry Expertise
- Serve as the internal expert on state and local permitting regulations, limitations, and trends.
- Provide guidance and training to internal teams on permit requirements and route considerations.
- Anticipate regulatory changes and proactively adjust strategies to mitigate impacts.
Relationship Management
- Build and maintain strong relationships with state and local agencies.
- Act as the primary liaison with permitting authorities, addressing concerns and ensuring alignment.
- Coordinate meetings between ATS, customers, and regulatory agencies for complex projects.
- Support effective communication of project requirements and timelines with external partners.
Culture & Leadership Accountability
- Model and reinforce ATS Mission, Vision, and Values through daily actions.
- Lead in alignment with ATS All-Employee Competencies.
- Deliver results while building strong teams, optimizing performance, and developing future leaders.
- Ensure compliance with company policies and applicable laws.
What You Need for Success:
Education & Experience
- Associate or Bachelor's degree in a customer-focused field OR equivalent experience.
- 3–5 years of experience in transportation, operations, or a related field.
- Heavy haul or over-dimensional permitting experience preferred.

Compensation & Benefits:
- Total cash compensation range of this position is $66,000 to $91,000 including a base salary range of $60,000 to $85,000 and first-year training incentive of $6,000. Base salary offered is determined by relevant experience, education, certifications, and geographic location as compared to others doing substantially similar work. In addition to the base salary, employees may be eligible for performance-based incentives, which can vary depending on individual and/or company performance.
