.This position is to support the NAVY OFFICE OF INFORMATION (CHINFO).The Navy Chief of Information (CHINFO) is responsible to the Secretary of the Navy and Chief of Naval Operations to draft, review, socialize, and implement public affairs policy and requirements. CHINFO also manages the professional development and management of the enlisted officer, and civilian public affairs community.
The purpose of this program is to provide policy, requirements and a cadre of well-trained professional communicators who build public awareness, trust and support for the United States Navy and achieve the strategic objectives of the Secretary of the Navy and the Chief of Naval Operations.
Professional Development Program Manager
Minimum Qualifications:
- Posses a Bachelors degree from an accredited institution in communications, public relations, marketing, journalism, or a closely related field.
- A master’s degree in relevant disciplines such as strategic communication, integrated marketing communications, or organizational communications is highly desired and may be used to demonstrate advanced knowledge in communication planning, audience analysis, and message integration across multiple platforms.
- 15 years of progressively responsible experience in public affairs, strategic communication, or a related field, including demonstrated experience advising senior leaders and executing enterprise-level communication strategies in complex, high-visibility environments.
- The contractor shall have experience coordinating across multiple stakeholder groups, managing high-tempo communication operations, and delivering messaging in support of senior leadership initiatives.
- Experience supporting Department of Defense or other federal organizations is highly desired, including familiarity with policy, governance, and communication planning processes.
Additional requirements:
- Relevant academic preparation should reflect formal training in communication theory, strategic messaging, media engagement, and digital communication practices.
- Substitution of additional relevant experience in lieu of advanced education may be considered when such experience demonstrates equivalent depth in strategic communication planning and execution.
- The contractor should also demonstrate the ability to lead or support communication teams, develop communication training or professional development initiatives, and integrate digital communication strategies to enhance organizational reach and effectiveness.
- An active security clearance at the Secret level or higher is required.
Primary Responsibilities:
- The contractor shall furnish the necessary personnel to perform the tasks outlined below to include: design, documentation, and delivery of comprehensive program management instructions and administrative processes for the following programs:
- Navy Public Affairs Accessioning Program
- Promotion Cohort Training Program
- Navy Public Affairs Officer Assignment to Service College and Graduate Education
- Public Affairs Leadership Assessment Program (PALAP)
- The contractor shall transition these programs from person-dependent execution to institutionalized, process-driven programs with documented governance, workflows, and controls.
- This effort includes program management, business process design, policy drafting, and administrative system development.
- The incumbent will develop and use leadership-approved messaging in the dissemination and promotion of the policies across the public affairs community.
