Job Summary
Amtrak is delivering one of the most significant and complex rail infrastructure programs in the nation — the multi-phased Sawtooth Bridges Replacement Program, delivered through a CMAR model and consisting of major bridge replacements, heavy civil works, and integrated rail systems. The Manager Project Controls is responsible for planning, directing and leading a team in support of Project Controls’ requirements for major infrastructure projects including planning, directing, and executing all program-level cost control, forecasting, schedule oversight, performance reporting, and document management activities. This role functions as the program’s central controls authority, ensuring that leadership receives accurate, timely, and actionable information that supports strategic decision-making.
Operating with minimal oversight from senior program leadership, the Mgr Project Controls leads the integrated PM/CM controls team (consultants and Amtrak staff) and ensures alignment between all project controls disciplines—cost, schedule, risk, change, contingency, reporting, document management, and financial compliance. The role is accountable for the uniform implementation of Amtrak standards, industry best practices, and program-specific requirements

Essential Functions
- Works with PM’s and project controls practitioners coaching and advising on CAPD procedures and guidelines.
- Maintains project controls business processes, tools, or tracking logs associated with project controls functions.
- Lead development, maintenance, and validation of program cost forecasts, budget updates, and monthly/quarterly financial reporting.
- Lead project control’s team with responsibilities for program cost and forecasting models to ensure timely reporting to internal and external stakeholders; Master program schedule and reporting that aligns with Amtrak requirements and third-party obligations; quality control to ensure accuracy of all program control artifacts submitted to Amtrak, FRA, NJ TRANSIT, and other partners; Risk management to integrate risk exposure into cost and schedule forecasts; Document control lifecycle, ensuring accuracy, integrity, archiving compliance, and workflow efficiency.
- Support preparation of the Annual Operating Plan, ensuring alignment with the strategic plan and funding requirements.
- Bachelor's degree or an equivalent combination of training, education and work experience may be considered in lieu of a degree.
- 7 years of relevant experience required
- 9 years of relevant experience preferred
- Background in project management and/or project controls.
- Experience with railroad, heavy civil, or bridge megaprojects.
- Ability to analyze technical information and communicate to a nontechnical audience
- Knowledge of contracts and contract administration
- Advanced Excel and data analytics capabilities.
- Strong written and verbal communication across all levels of the organization
- Demonstrated experience managing/supervising a team to achieve performance results.
- Demonstrated project controls and financial skills (project financial reporting, project progress reporting, metrics)
- Experience analyzing project performance metrics, performance analysis, dashboards, and creating reports for internal and external stakeholders.
- Ability to organize information such performance metrics, procedures and guidelines and present to internal and external stakeholders.
- Ability to work independently and manage a team with remote workers.
- Strong focus on collaboration, team building, and customer service.
- Strong oral and written communication skills.
- Experienced SharePoint, Microsoft Application Suite including but not limited to Excel, Word, PowerPoint
- Ability to learn various Amtrak systems such as SAP, Ariba on Demand, Maximo EPPM and AIMS.
