Manager, Proposal Operations
Location: Salt Lake City, UT (Relocation Assistance Available)
Base Salary: $125,000 – $145,000
Role Overview
The Manager, Proposal Operations leads the development and submission of comprehensive business proposals in response to government solicitations within the Aerospace, Aviation, and Defense sectors. You will coordinate multidisciplinary teams to craft compelling narratives that highlight the organization’s capabilities, value proposition, and competitive advantages.
This role serves as a central liaison between the proposal team, executive management, and internal functions, ensuring clear communication and adherence to strict schedules, company policies, and customer requirements throughout the entire lifecycle.
Core Responsibilities
- Strategic Collaboration: Support Business Development (BD) with artifacts, deliverables, and strategic advice during the pursuit period.
- Cross-Functional Leadership: Work seamlessly with BD, Capture Managers, Program Managers, and Engineers to develop high-quality pursuit artifacts and proposal responses.
- Project Management: Oversee the end-to-end proposal schedule, manage content creation, conduct quality assurance reviews, and ensure full compliance.
- Post-Submission Management: Coordinate all post-delivery activities, including customer inquiries, Evaluation Notices (ENs), and Deficiency Reports (DRs).
Qualifications
- Education: Bachelor’s Degree.
- Experience: Minimum of 7 years of related experience.
- Citizenship/Clearance: Must have the ability to obtain and maintain a Security Clearance.
- Demonstrated experience in professional proposal management.
- Professional certification (APMP or Shipley).
- Strong background in writing, editing, and desktop publishing.
- Expert-level proficiency in Microsoft Office Suite.
- Direct experience within the Aerospace or Defense industry
