Allegheny Lutheran Social Ministries (ALSM), a faith-based, not for profit organization, provides compassionate community programs and services for people of all faiths and generations.
ALSM is actively seeking candidates for a full time/exempt Director of Human Resources to work out of our administrative office in Hollidaysburg, PA. This position will direct, maintain, and monitor all human resource functions to assure that a quality workforce is employed and equitable wages, benefits, and treatment are given to team members.
Responsibilities:
- Plan, develop, organize, implement, and direct the Human Resources Department.
- Prepare, recommend and oversee maintenance of records and procedures for controlling all transactions involving ALSM’s human resources and reporting personnel data, which ensures confidentiality.
- Provide oversight for the screening of job applicants through direct employment interviews and other techniques.
- Assist and oversee orientation programs designed to effectively familiarize the new team member with ALSM personnel policies, benefits, and job duties; may conduct the initial phase of the orientation program and supervise the related phases in conjunction with the supervisors.
- Coordinate gathering exit interview information, obtain reference authorizations, etc.
- Coordinate the Job Evaluation Program in order to continually monitor the relative worth of jobs to ALSM.
- Maintain, update, and prepare job descriptions for all positions.
- Maintain current job classifications and salary ranges; continually monitor the internal equity and external competitiveness of compensation.
- Distribute, collect, and maintain performance appraisal forms on a timely and efficient basis.
- Assist in determining the relationship between the Performance Appraisal Program and merit salary increase; administer and carry out merit increases in accordance with this established schedule.
- Develop personnel policies that are equitable from a team member relations point of view and which are competitive with similar organizations; review personnel policies and recommend changes as necessary.
- Actively participate in the proper communication of the personnel policies through written means, i.e., supervisory manuals, team member career handbooks, and verbal means, i.e., orientation programs, team member meetings.
- Assist all personnel with questions or problems relating to the personnel policies and supervisory staff in the use of policies and procedures.
- Administer ALSM’s benefits package which includes various insurance programs, retirement programs, etc., serve as liaison between ALSM and insurance carriers; recommend changes in coverage as necessary.
- Oversee the maintenance of written records relating to these benefit programs.
- Actively participate in ongoing programs for communicating the benefits program to team members.
- Develop and coordinate human resource planning in conjunction with business objectives of ALSM.
- Prepare annual budgets for areas relating to human resource management, i.e., direct compensation expense, benefits expense, etc.
- Oversee data entry, personnel file and information tracking and keeping in HRIS system.
- Oversee and assist with team member Wellness Program and team member Recognition Program.
- Maintain an active awareness of team member morale and the attitudes of team member groups toward ALSM.
- Make written and oral reports/recommendations to the CEO and others as necessary.
- Establish and maintain productive relationships and represent the program in dealings with outside agencies including government agencies, private industry, etc.
Qualifications:
- Bachelor’s degree in Human Resources/Personnel Management or equivalent experience required, Master’s degree preferred.
- Five (5) years of experience in an HR executive management capacity required.
- PHR or SPHR certification preferred.
- Knowledge of health/human service field expected.
