Position Summary
This is highly responsible administrative, management and professional work directing, developing, planning, implementing, and evaluating public health and clinical services within the Allegheny County Health Department.
An employee in this class reports to the Deputy Director of their respective bureau and provides consultation and advisement to the Director of the Health Department and/or Deputy Director regarding the direction, development, planning, implementation, and evaluation of major public health programs of critical importance to the population of the entire county. The work involves assessment of public health needs, developing program policy, goals, and priorities, and evaluating the results. Responsibilities also include the normal administrative functions relating to the development of grant proposals, administration of grants, budgeting and expenditure control, managing and supporting the workforce and assisting in optimal use of clinical and administrative offices spaces. Supervision is exercised over lower-level administrators, and professional, technical, and clerical personnel. The employee is expected to function with a high degree of independence with only general supervision from the Deputy Director or the Director of the Health Department who evaluates work for adherence to department policies and for accomplishment of objectives.

- Plans and directs a major county-wide public health program(s).
- Integrates and coordinates public health program activities, participant care, and outside public health related agencies.
- Develops procedures to assess public health needs, accomplish program objectives, changes policies and procedures as required or recommends such changes to the Deputy Director or the Director of the Health Department.
- Interprets department policies and procedures to and consults with outside private and public health related agencies, professional and community groups, local officials and the public.
- Analyzes public health data and prepares statistical summaries or reports to evaluate program effectiveness or trends.
- Identifies, prepares and/or directs the preparation of grant proposals, administers grants, develops budgets and expenditure control procedures, and methods for the most effective utilization of personnel.
- Aids community groups in the promotion and improvement of public health conditions.
- Coordinates and evaluates public health education programs.
- Establishes and maintains relationships with community groups, common health care provides, and other agencies to improve health outcomes, health disparities, and access to care.
- Develops, renews, and revises all contracts between external parties and the bureau.
- Keeps the Deputy Director or the Director of the Health Department informed of major program accomplishments or problems.
- Supervises subordinate supervisors.
- Collaborates with programs across the Health Department and other county departments to ensure effective and cost- effective programming. Evaluates effectiveness of public health education programs.
- Supervises lower-level administrators, professional, technical and clerical personnel.
- Responds to emergencies as assigned by the Health Department.
- Performs other duties as required, requested and/or assigned.
