Position Summary
This is advanced administrative, professional budgeting, and fiscal management work.
- An employee in this class is responsible for providing staff support to the Grant Manager and Financial Planning Supervisor in carrying out the accounting and fiscal activities in the Office of Administration. Major aspects of the work include implementing fiscal policies and controls, administration of sound budgeting and accounting procedures. The work involves auditing, preparation of budgets, financial statements, and other required reports as it pertains to grants and operating funds. The employee in this class functions independently under the general supervision of the Grant Manager and Financial Planning Supervisor, who reviews work for adherence to policies and acceptable fiscal management standards and for accomplishment of objectives.

- Develops budgets in accordance with accounting and fiscal control plans and procedures.
- Advises and assists the Leadership Team and operating units on fiscal management policies and procedures relating both to Health Department operations and to grants initiated and administered by the Health Department.
- Evaluates effectiveness of budgeting, accounting and fiscal control through audits and periodic analysis to assure acceptable professional standards are met and recommend to Leadership Team process improvement opportunities when they arise.
- Coordinates fiscal management aspects of grant management with applicable grant funding sources.
- Computer based position to manage expenses through various accounting and budget software packages as well as posting journal entries, tracking expenditures, monitoring spending and reporting basis.
- Analyzes spending levels of contract service providers to identify over or under spending in order to shift funds or renegotiate contracts.
- Aids in analyzing current revenue sources, working to improve collection processes, and developing new long-term revenue sources.
- Prepares monthly summary financial report showing comparison of line item actual expenses year-to date to projected expenses and revenues for assigned funding streams.
- Demonstrates the ability to analyze monthly expense reports to identify anomalies and areas of improvement.
- Aids the Financial Planning Supervisor in the development of Key Performance Indicators (KPI) to be used Department wide to improve the revenue and expenditure processes.
- Performs related work as directed.
