Basic Statement of Responsibilities

The Accountant - Budgeting, Assets, & Grants position is responsible for general ledger account analysis, journal entries, annual analysis reports, various internal statements, and other various accounting tasks. Assists the Budget Coordinator with preparation of College Operating Budget, fund balance administration, and budget adjustments. The position is also secondarily responsible for budgeting, monitoring, and reporting for grants, and for maintaining the accuracy of the college’s asset inventory including conducting physical audits and helping to enforce loss prevention protocols.

Essential Functions

Accounting/Budgeting:

  • Prepare, process, and maintain accurate detailed records for financial transactions, and budget adjustments.
  • Set up and manage the master fund balance and furniture/equipment lists, including the administration of the fund balance designations.
  • Responsible for the preparation of year-end fund balance reconciliation for presentation to the Board of Trustees Finance committee.
  • Responsible for the preparation and analysis of college revenue and expense account activity.
  • Monitor and adjust semester budgets to estimated actual activity to project future budget estimates.
  • Review and adjust Faculty overload and part-time pay budgets
  • Assist Budget Coordinator with training of budget managers and administrative associates on the budget process, and answering questions, resolving general ledger account issues, and the development of annual departmental budgets.
  • Prepare annual credit course fee and program analysis, early college breakeven, and continuing education summary reports.
  • Prepare invoices for Bedford Foundation for reimbursement of operational cost (funding through Bedford County, EITC funds, and Southern Tier).
  • Shared responsibility for preparing Housing vouchers with Grants & Housing Accountant.
  • Assist Controller with collection of applicable college contracts from throughout campus for master contract list and then input into contract management software, especially for lease and SBITA analysis & journal entries.
  • Assist Controller with preparation and review of Internal Financial Statements for year-end.
  • Assist with the year-end closing and audit process which includes working with the external auditors.
Asset/Inventory Control:
  • Ensure appropriate reporting, tracking and safeguarding of college resources across their lifecycle.
  • Work with applicable departments to ensure that all college assets purchased over the capitalization threshold are tagged and properly reported in Colleague as well as any secondary system for proper identification and reporting at year-end.
  • Generate asset reports and conduct regular physical inventory counts and/or verification audits with asset holders and reconcile variances against system records.
  • Assist Controller with locating supporting documentation for changes to capital assets including construction in progress so that records can be updated for the audit and depreciation entries can be completed annually.
  • Ensure the compliant disposal of college equipment including collecting disposal forms from departments when they are ready to dispose of assets and ensure that proper approvals have been obtained (Finance VP, Budget Manager, and Grants approval, if applicable).
  • Work with department and physical plant/IT to get rid of assets that were determined can be scrapped or otherwise disposed of.
  • Work with the applicable department to obtain asset details and photographs of assets that were determined should be sold. Post assets for sale on Govdeals.com and coordinate with customers for pickup, as well as provide documentation to business office and accounting for updates to system for the sale/payment.
Secondary Functions - (Backup for Grant Senior Grant Accountant and Accountant – Housing & Grants

Grant-Accounting:
  • Review pre-award proposals and manage post-award financial activity for college grants.
  • Analyze income and expense transactions for restricted accounts to ensure compliance with approved budget, and audit preparation.
  • Maintain detailed records pertaining to transactions of restricted accounts and prepare monthly budget reports of restricted accounts.
  • Supervise the expenditure of funds for restricted programs and supply supportive financial data for restricted program proposals.
  • Assist support staff and grant managers on account management and budget control.
  • Prepare and authorize financial reports as required by grant agencies and those needed for fiscal site visits.
  • Maintain grant fixed asset records and assist the Accounts Payable department with physical inventories of grant purchases classified as equipment.
  • Report Federal equipment purchases to the Maryland State Department of Education and coordinate the tagging of such equipment with the ACM Accounts Payable Office.
  • Perform year-end closing procedures related to applicable grants, which includes providing assistance and information to the College auditors.
  • Work with Project Managers and the Advancement Office:
    • Review the award documentation, budget, and reporting due dates for awarded grants, grant guidelines and appropriate OMB and related compliance documentation on allowable expenditures, ensure financial reporting requirements are met.
    • Assist the development and publishing of grant procurement RFP solicitations, receipt, and the evaluation of RFP proposals to ensure procurement and compliance standards are followed.
Other Duties
  • Developing and recommending policies and procedures relative to all accounting operations of the College.
  • Other duties as assigned.

Education, Experience, and Specialized Skills

Bachelor’s Degree in Accounting or related field, with a minimum of two years of experience in Accounting required; Preferred: Bachelor’s Degree in Accounting and experience in budgeting, or not-for-profit accounting.

Knowledge, Skills, and Abilities

  • Knowledge of accounting principles, practices, and financial reporting processes.
  • Proficiency in computer operations and business software applications, including Microsoft Office Suite.
  • Advanced Microsoft Excel and Word skills, including spreadsheet management, reporting, and document preparation.
  • Ability to perform mathematical calculations, including percentages, ratios, reconciliations, and financial analyses.
  • Ability to effectively prioritize and manage multiple tasks while meeting established deadlines.
  • Ability to work independently.
  • Strong attention to detail and accuracy.
  • Excellent organizational, problem-solving, critical thinking, and time management skills.
  • Strong verbal and written communication skills with the ability to interact effectively with internal and external stakeholders.
