Summary

With little to no supervision and guidance, this position is responsible for independently supporting 24-hour system administration for access control management, security surveillance; duress alarms, intrusion detection, and other safety and security systems are applicable. This includes independently and collaboratively implementing comprehensive safety and security systems for successful integration, management, system monitoring, programming, reporting, troubleshooting, and planning for future installations or upgrades in compliance with all accreditations, state, federal and local regulatory laws, standards, and protocols.

Independently performs assignments and work as the Subject Matter Expert for any maintenance, upgrades, or installation of new and replacement equipment for access control, security cameras, duress alarms, and other safety and security systems as applicable. Ensures acceptance testing and commissioning protocols are followed to verify accurate operation as designed and compliance with all accreditations, state, federal and local regulatory laws, standards, and protocols.

Anticipates, mitigates, identifies, troubleshoots, and resolves hardware and software problems on systems by independently completing assignments for routine preventative maintenance, functional testing, communication checks, database integrity checks, backups, and troubleshooting, which at times requires coordination with vendors and internal stakeholders to limit disruptions and system downtime. Independently completes documents preventive maintenance checklists and monthly dashboard for presentation to supervisor for official reports.

Performs assignments as directed for system programming and configuration; provides written documentation to supervisor to support maintaining accurate system as-built drawings, technical standard operating procedures and all other system operations or integrations.

Performs as tier 1 for initial troubleshooting of reported issues; responds to assigned service calls to assist with issues relating to safety and security systems to include access control, alarm monitoring, video surveillance, duress alarms, software, servers, communication links, and other issues as applicable. Appropriately escalates to supervisor for guidance and assistance as needed. Document service requests in ticketing system, ensuring tickets are well documented and closed as issues are resolved, ultimately providing excellent customer service.

Provides continual feedback to maintain accurate written policies, procedures, and resources that standardize the functioning of safety and security systems. Prepared to assist with the safety and security systems master plan by providing recommendations according to specific concerns found on campus, industry standards and recognized leading practices. Responsible for actively supporting the success of the Safety and Security Systems Program during normal operations and during emergencies, ultimately complimenting and supporting the Safety and Security Management Programs, Emergency Operations Plan (EOP), Hazard Vulnerability Assessment (HVA) and facility operations.

SAFETY AND SECURITY SYSTEMS TECHNICIAN II

Ensures projects are successfully completed within specified budgets and timelines.

Plans, Installs, and commissions campus projects ranging from new card access, cameras, electrical installs, NVR’s, and various other sensitive equipment.

Ability to manage the card access system, AVIGILON NVR’s along with cameras, Bosch, Traka, HUGS infant protection, Aiphone, Visitor management, key management systems, and Procare devices.

Work with technicians and vendors onsite providing information regarding our systems including IP addresses, VLAN configurations, system naming schemes, and site access via SecureLink.

Serve as the subject matter experts for ANTHC regarding doors, card access, cameras, networking and addressing for the various systems we cover.

Responds to all service calls to assist with all issues relating to safety and security systems to include access control, alarm monitoring, video surveillance, duress alarms, software, servers, communication links, and other issues as applicable. Documents service requests in ticketing system, ensuring tickets are wells documented and closed as issues are resolved.

Performs and tests system backups and restores to ensure system recovery from error or outage. Anticipates, mitigates, identifies, troubleshoots, and resolves hardware and software problems on systems through performing routine preventative maintenance, functional testing, communication checks, database integrity checks, backups, and troubleshooting, which at times requires coordination with vendors and internal stakeholders to limit disruptions and system downtime.

Installs or repairs doors or hardware, installs and maintains security cameras, assists with door integrations for auto door openers or fire alarm

Performs system programming and configuration as approved

KNOWLEDGE and SKILLS

  • Advanced technical skills and experience related to fire alarm systems, and/or electronic security systems.
  • Advanced programming skills and proven ability to troubleshoot problems and look for solutions.
  • Advanced mechanical and electrical aptitude (e.g., works with a variety of hand and power tools such as drill, screwdriver, wire stripper, hacksaw, crimper).
  • To be a self-starter and work well with minimal supervision.
  • Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native culture(s) and politics.
  • Knowledge of these technologies: Microsoft Office; Windows server and client versions and related utilities; e-mail servers; networking technologies and related protocols; VPN, remote access; hardware installation and support; system security techniques and firewall administration; Internet and Web technologies.
  • Knowledge of AC/DC circuits and low voltage.
  • Knowledge of logic used for programming system operations and integrations.
  • Knowledge of physical security management concepts, principles, methods, and techniques of healthcare institutional security.
  • Skill in oral and written communication, including reports.
  • Skill in managing multiple priorities and tasks concurrently and meeting deadlines.
  • Skill in establishing and maintaining cooperative working relationships with others.
  • Skill in operating a personal computer utilizing a variety of applications.

Minimum Experience Qualification Safety And Security Systems Technician i

Non-supervisory – One (1) year customer service experience and proficient with basic computer operation.

SAFETY AND SECURITY SYSTEMS TECHNICIAN II

Non-supervisory – Four (4) years of security system-related experience.

MINIMUM CERTIFICATION QUALIFICATION

ALL

  • Lenel certification. Certification is required within 1 year of hire.

SAFETY AND SECURITY SYSTEMS TECHNICIAN II

  • Lenel advanced certification. Certification is required within 1 year of hire.
  • Avigilon Certification. Certification required within 1 year of hire.
  • Bosch Certification. Certification required within 2 years of hire.

Preferred Education Qualification Safety And Security Systems Technician Ii

Bachelor’s degree in a technical discipline. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education.

Preferred Experience

QUALIFICATION SAFETY AND SECURITY SYSTEMS TECHNICIAN II

Eight years of security system related experience. Experience supporting healthcare infrastructure, including IT infrastructure for electronic security systems strongly preferred. Experience with systems utilized by ANTHC such as Avigilon, Lenel, Traka, Bosch, and HUGS
