The primary purpose of this position is to serve as the Robins Air Force Base Education and Training Program Manager responsible for the administration, management, instruction or development of programs of instruction for active duty military personnel assigned to the installation. This position is located in the 78th Air Base Wing located at Robins Air Force Base. Requirements: Obtain & maintain a security clearance May be required to travel to perform temporary duty May have extended/other than normal duty hours Knowledge, Skills, and Abilities (KSA): 1. Knowledge of Education and Training Program Management: In-depth knowledge of the principles, practices, and procedures of military education and training program management. This includes knowledge of relevant Air Force Instructions (AFIs), MAJCOM policies, and local directives required to plan, implement, direct, and evaluate comprehensive training programs, including upgrade, qualification, and ancillary training. 2. Skill in Instructional and Curriculum Development Techniques: Advanced skill in applying adult learning principles. This includes the ability to develop and deliver effective classroom instruction, create and validate curriculum, and conduct train-the-trainer sessions for a diverse audience. 3. Ability to Communicate and Provide Consultation: Superior ability to communicate effectively, both orally and in writing, with individuals at all levels of command and across various organizations. This includes skill in conducting high-level briefings, leading meetings, providing expert consultation to senior leaders, and authoring clear and concise policy directives and reports. 4. Skill in Analytical and Evaluative Methods: Skill in applying advanced analytical and evaluative techniques to assess program effectiveness, identify systemic issues, and measure progress toward goals. This includes the ability to conduct formal staff assistance visits, use process improvement methodologies (like AoP), and interpret statistical data to support data-driven decision-making and recommend corrective actions. 5. Knowledge of Military Personnel and Data Systems: Comprehensive knowledge of and skill in using automated military personnel and training data systems, particularly the Military Personnel Data System (MilPDS). This includes the ability to manage data integrity, generate complex reports, and ensure the accurate tracking of personnel qualifications, training status, and career progression. 6. Ability to Administer Secure Testing Programs: Detailed knowledge of and the ability to meticulously administer a formal testing program in a secure environment. This includes a thorough understanding of test control, inventory management, facility security requirements, and the protocols for handling and safeguarding sensitive testing materials as a Test Control Officer (TCO).
