- The Air Force Civilian Service (AFCS) is looking for a Full-Time Supervisory General Engineer (GS-0801-14) to work at the National Guard Bureau (NGB) for the Air National Guard Readiness Center (ANGRC), Installations Division (A4I), at Joint Base Andrews, in Camp Springs, MD.
- The Air National Guard Readiness Center provides world-class project management support and technical engineering expertise to installation engineers. The Installation Division manages and executes a multi-million-dollar design and construction program for all Air National Guard installations. Member will serve as a Supervisory General Engineer performing the duties of a Major Command Facilities, Sustainment, Restoration and Modernization (FSRM) Branch Chief. - Qualifications/Requirements:
- The primary purpose of this position is to oversee Construction Project Design and Manage the Facility, Sustainment, Restoration, and Modernization (FSRM) and Military Construction (MILCON) Program for Air National Guard bases.
- Maintains understanding of and advocates Command design and execution goals and policies.
- Provides planning, design, construction, and funding guidance and oversight. Develops and advocates improvements to NGB design and construction policy and standards for all types of facility projects utilizing formal engineering education, experiences, and engineering technical expertise.
- Construction Project Functional Review and Approval and Technical Consultation. Provides program management guidance and evaluates design submittals for functional compliance with ANG design and construction policies.
- Economic, Project Proposal, and Construction Contract oddification Analysis. Conducts economic analysis of project concept to determine the feasibility of facility renovations versus new construction to meet facility requirements on bases.
- U.S. Citizenship is required.
- Must be able to obtain & maintain a Secret Security clearance.
- Education requirements: A professional engineering degree at the bachelor’s level from an ABET accredited institution is required. TRANSCRIPTS MUST BE INCLUDED.

- Knowledge of principles, practices, techniques, and procedures to effectively perform management activities associated with project and program development, execution, training, and advisory services in construction management, planning, programming, and budgeting systems.
- Knowledge of construction standards, methods, practices, materials, and equipment to determine compliance with established regulations and codes.
- Knowledge of standard contracting regulations, practices, and procedures.
- Knowledge and skill to use computer graphic systems/software to perform work assignments to develop special reports and briefings for high agency officials, covering the preliminary planning stage through project completion.
- Knowledge of health, safety and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
- Skill and ability to plan and adjust work operations of organizational segments to meet program requirements and objectives within available resources. Ability to plan and organize work and coordinate the work of other functional disciplines and agencies.
- Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommends timely and economical solutions.
- Ability to work on multiple projects at various stages of planning, design, and construction.
- OTHER SIGNIFICANT FACTS:
- May be required to work an irregular schedule and/or frequent overtime work. Also may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Will be required to travel on short notice in government and commercial automobiles, trucks, and airplanes during the performance of temporary duty assignments.
- May be required to travel on short notice and accept changes in routing caused by mission or organizational changes.
- Registration as a Professional Engineer (PE) or Architect is required for this position.
- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually IAW DoD JER 5500.07-R.
