Qualifications/Requirements
In this position you will serve as an Air Force strategy analyst for Warfighter Communications and Cyber Systems programs and efforts. Provide Warfighter Communications and Cyber Systems operational expertise in developing and disseminating governance, strategy, and policy guidance for major war, mobilization, and contingency operations plans as well as provide expert guidance and advice to Department of the Air Force headquarters staffs and major command (MAJCOM) Warfighter Communications and Cyber Systems portfolio activities.
U.S. Citizenships Required.
Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance.
Drug Testing: This is a designated Drug Testing Position.
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Air Force Warfighter Communications and Cyber Systems strategy and other programs in support of developing Planning, Programming, Budgeting, and Execution (PPBE), and policy, procedures, and schedules for developing PPBE inputs, including Program Objectives Memoranda (POM), Budget Estimate Submissions (BES), and Financial Planning and executions in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, issue papers, and budget documents.
Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which the PPBE process supports them.
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as Space Situational Awareness & Command and Control; Space Protection; Space Intelligence, Surveillance & Reconnaissance; Missile Warning/Defense; MILSATCOM; Space Position, Navigation & Timing; Space Testing, Training, Tactics & Exercises; Space Launch, Ranges & AF Satellite Control Network Operations; Cyber Integration; Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Warfare rescue, and associated mission and flight operations, tactical space lift, deployment, mobilization, exercise, flying training systems both manned and unmanned, rescue, foreign military sales, PPBE, Program Element Monitoring (PEM), acquisition, special operations, or similar operations.
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
