The primary purpose of this position is to perform and/or advise on real property acquisition, management, utilization, and disposal transactions. Performs conventional real property functions relating to the acquisition, management, and disposal of government real property. Conducts complete physical inventories to ensure accurate assignment information and/or compliance inspections of installation leased or federally owned facilities every five years; every three years for historic property. Recommends alternative uses of space which would not involve costs in excess of the benefit gained by the realignment. Performs studies on requirements for ingrants, outgrants, and withdrawn public lands. Assists in conducting utilization studies of land retention, development, and disposal and presents analysis with recommendations and justifications in support of the installation mission. Accepts space/land use requests, reviews, and recommends use of federal land by other individuals, businesses, or municipalities for routine purposes. Recommends execution of real property programs and policies in accordance with real property and environmental laws and directives. Sub-Activity Management Plan (AMP) manager for land, real estate transactions, leased space, and/or facility space involving common or familiar uses, limited changes in client needs, and routine contractual problems to resolve. Surveys, documents, and updates non-spatial data in the applicable space reporting tool as required or during routine inventories in coordination with Community Planners, Geographic Information Systems (GIS) representatives, and engineering assistants to maintain updated real property data and floor plans in the database. Coordinates changes of space allocation through the Facility Board Working Group and Facility Board, as necessary, to ensure appropriate level of approval. Assists in providing economic, social, and political impact studies of real estate acquisition, management, or disposal actions. Requirements: Obtain & maintain a security clearance May be required to travel to perform temporary duty Knowledge, Skills, and Abilities (KSA): 1. Knowledge of commonly applied real property principles, rules, regulations, and practices as well as agency, state, and local government procedures and appropriate statutes and policies. 2. Knowledge of space management and utilization practices and techniques, and policies and procedures for real property documentation and records. 3. Knowledge of outgrant procedures and required documentation. 4. Knowledge of property disposal policies and procedures. 5. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations.
