The Air Force Civilian Service (AFCS) is looking for a full-time Financial Management Specialist -GS-0501-09T11 to work at Peterson Space Force Base, CO.

Position can be filled at any grade.

Must have at least five years of DoW experience and at least one year of experience (equivalent to the GS-09 level) developing and managing comprehensive Command-wide travel programs. This includes serving as a primary Organizational Defense Travel Administrator (ODTA) for the Defense Travel System (DTS) and an Agency Program Coordinator (APC) for Government Travel Card (GTC) programs, with proven experience establishing organizational travel hierarchies and ensuring program compliance at a command level. Must possess expert-level skills in Department of War (DoW) financial management systems. Experience should include extracting, analyzing, and reconciling travel, budget, and accounting data using the Defense Travel System (DTS), Citibank Electronic tools, and the Defense Enterprise Accounting Management System (DEAMS) to support organizational mission requirements..

Qualifications

• US citizenship is required.
• A Top Secret/Special Sensitive clearance is required for this position. The employee is required to obtain and maintain a Top Secret/Special Sensitive clearance as a condition of employment.
• Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
• This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act. Member will comply with the requirements of this certification program.
• May be required to perform other duties in support of extended mission requirements based on the scope of the mission during times of conflict, disaster relief or staffing shortages.
• This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
• May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
  
  

RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA) AND ADDITIONAL POSITION REQUIREMENTS::

• Expert knowledge of financial systems to include travel programs providing information and products regarding travel, budget and accounting data. Common programs include but are not limited to: DTS, Citbank Electronic Access System (EAS), DEAMS, DAI, WAWF, FMSUITE and legacy systems.
• Knowledge of the Anti-deficiency Act, Federal Manager's Financial Integrity Act, and other governmental, DoD, and Air Force financial procedures, regulations, precedents, policies and guides, and the ability to interpret and apply the laws to actual financial programs, problems and solutions..
• Knowledge of the Planning, Programming, Budgeting and Execution System, Program Review and Budget Review processes. Extensive knowledge of commonly used budgetary methods, practices, policies, procedures, regulations and precedents to formulate, justify and execute the budgets for assigned accounts.
• Ability to gather, assemble and analyze facts, draw conclusions, conduct analyses, devise recommended solutions and organize the process in briefings, papers, or reports for leadership information and decision-making.
• Skill in designing and conducting comprehensive studies, using a wide range of qualitative and/or quantitative methods, and preparing solutions to resolve substantive problems/issues of effectiveness and efficiency of work operations in a combatant command program. Skill and ability to communicate effectively orally and in writing and maintain good working relations with coworkers and supervisors.
