The Air Force Civilian Service (AFCS) is looking for a full-time Manpower, Personnel & Training Analyst, GG-0301-13, located at Plans and Programs, Lackland AFB, San Antonio, TX.
Salary Rate: $108,000 – $112,000
This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.

In this position, you will serve as a Lead Manpower, Personnel, and Training Specialist and will advise on a wide range of DCIPS, Cyber, civilian, military, and contract-related personnel management areas to include awards, employment performance, manpower, training, and performance work statements. You will serve as the manpower, personnel, and training lead performing duties designed to evaluate and improve the Wing’s Manpower, Personnel, and Training management programs.

- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP)
- A non-disclosure agreement must be signed
- This is a drug testing designated position
- Knowledge of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as recruitment and placement, DCIPS employment performance, DCIPS Pay Pool Processes, conduct review issues, and other programs
- Knowledge of advanced federal human resources management (HRM) principles, concepts, practices, analytical methods, qualitative and quantitative techniques, and relationships of various HR disciplines
- Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures
- Knowledge of organizational structures and functions across a major military command or comparable organization to identify, consider, and present options for resolving substantive organizational and program issues involving HRM, resource management, civilian deployment, and other special programs
