Qualifications/Requirements
- Must be a U.S. Citizen.
- Must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information (SCI) clearance.
- This position is designated by the Air Force as a testing designated position under the Air Force Civilian Drug Testing Program and is subject to random drug testing.
- Knowledge of combat weapon system platforms-based Information Technology (IT) cybersecurity needs and existing "state of the industry" practices sufficient to advise on comprehensive IT cybersecurity requirements.
- Knowledge of Risk Management Framework (RMF) program requirements, sufficient to plan and conduct security authorization reviews for either previously installed or new instances of enterprise enclaves, command specific weapon systems. Implement new and revised security measures and counter measures based on the results of cybersecurity assessments conducted and reports submitted.
- Knowledge of a full range of IT cybersecurity principles, RMF implementation, concepts, practices, products, services and methods for evaluating risk and vulnerabilities. Expert customer support specialist in teaching, training and supporting organizations for success in cybersecurity.
- Knowledge of governmental and agency communication policies and procedures applicable to Department of Defense (DOD), NORAD and USNORTHCOM (N&NC) and command unique weapons systems. Expert knowledge of National standards in accordance with cybersecurity and RMF.
- Skill to plan, organize, and direct complex projects, leading small groups of subject matter experts, resulting in problem resolution or risk mitigation for an enterprise or command specific system enclave.
- Knowledge of overall N&NC Enterprise weapons systems challenges, acquisition processes, operational activities, operational platforms and mission processes, systems and applications.
- Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
- Knowledge and ability to utilize the following tools: Enterprise Mission Assurance Support Service (EMASS), Assured Compliance Assessment Solution (ACAS), End Point Security (ESS)/Host Based System Security (HBSS), Continuous Monitoring and Risk Scoring (CMRS), Cyber Operational Attribute Management System (COAMs), Defense Information Systems Agency (DISA) Security Technical Implementation Guide (STIG) viewer, and other Cybersecurity related applications.
- Knowledge and familiar with the DISA Information Assurance Support Environment site and the Office of the Secretary of Defense (OSD) RMF Knowledge Services site.
- Cyberspace Qualification is a condition of employment. This position includes Cyberspace work as a paramount duty requirement. Per Department of Defense Manual (DoDM) 8140.03, para 4.2.a.(2)., requires foundational qualification requirements within 9 months of assignment to a cyberspace work role and resident qualification requirements within 12 months of assignment to a cyberspace work role. A waiver of these requirements may be granted per DoDM 8140.03. Failure to achieve and maintain the proper Cyberspace Qualification may result in removal from this position.
- This position is designated as an Acquisition Position and is subject to the requirements of the Acquisition Professional Development Program (APDP). The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements for the position's designated career category within 24 months of assignment. Additionally, the employee must complete 80 Continuous Learning points every 24 months to maintain their acquisition credentials.
- The employee may be required to perform Battle Roster functions during exercises and real-world events. These duties can include assignments in various command centers such as the Joint Operations Center (JOC), Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), NORAD & USNORTHCOM Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), and the Joint Cyber Center (JCC). These responsibilities may require additional duty hours and could necessitate a physical or medical assessment for deployment to alternate, non-combat locations. This assessment is not a requirement for pre-employment.
- Eligible for situational telework only, including Ad hoc, Emergency, or Office of Personnel Management (OPM) prescribed “Unscheduled” Telework. This eligibility is separate and distinct from the employee’s eligibility. A civilian employee’s telework arrangement may be terminated at the discretion of the supervisor or at the employee’s request.
