The Air Force Civilian Service (AFCS) is looking for a full-time, GG-0343-12, Emergency Manager at Joint Base San Antonio-Lackland, Texas.

Salary Range: $ Salary: 90,823– $ 118,072

The primary purpose of this position: Is to provide expertise, management and execution of Division level emergency planning, anti-terrorism, unit deployment and health monitoring programs. Plan develop, direct, analyze, and assess necessary policy, guidance, management support, resources and services needed to manage critical programs which sustain the mission of the Cryptologic & Cyber Systems Division (HNC). This position is coded emergency/essential. The incumbent will provide continuity, guidance, coordination, and correlation of effort for programs which ensure effective HNC support to the mission goals and objectives of JBSA San Antonio.

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.

Criteria in which applications will be evaluated is : extensive knowledge of contingency, and emergency planning, statistical accounting, policy, programs, and principles and techniques affecting resources needed to support programs; Contingency/War planning; support agreements; crisis action team operations; exercise evaluation team operations; unit deployment; disaster preparedness; READY program and Battle Staff Operations.

Qualifications/Requirements

U.S. Citizenships Required.

Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance. A non-disclosure agreement must be signed. Incumbent is required to undergo a counterintelligence-scope polygraph examination.

Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

Knowledge of national, DoD, Air Force, state and local level emergency management, anti-terrorism, unit deployment and health monitoring policies, regulations, practices and processes.

Knowledge and theories of support planning, development and execution sufficient to coordinate and integrate functions into a total, well-structured and viable program/project.

Knowledge of security and Personally Identifiable Information (PII) policies/practices to ensure the safeguarding of classified and sensitive information.

Skill in program analysis and evaluation (e.g. analysis of program policies, resource estimates and utilization, balances within and between programs) including program issues and analytical techniques to measure progress toward objectives and to identify actual or potential problems, trends, and accomplishments.)

Ability to effectively organize and analyze information, produce reports, position papers, and briefings that are responsive to the specific needs of Division management; present clear and concise findings, and effectively advocate for a position.

As HNC Contingency/Wartime Planner, may be required to work non-normal duty hours, extended workweek, weekends, holidays, and 24-hour no-notice recall during general war operations and test alerts/exercises conducted in peacetime.

Key position: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").This position is Acquisition Category W (Program Systems Engineer), Level II, and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.

Emergency Essential: This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.

Mission Essential: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
