The United States Space Force (USSF) Combat Forces Command (CFC), Space Acquisition and Integration Office at Peterson Space Force Base Colorado Springs is searching for Contracting Officers (NH-1102-03, GS-12/13 Equivalent). Description: The Space Acquisition and Integration Office’s (SAIO) is a unique integrated services acquisition organization with program, contracting, and quality management personnel. The organization is a direct report to the SpOC Commander, responsible for executing a $12B portfolio in support of Headquarters SpOC, SpOC Deltas, United States Space Command (USSPACECOM), North American Aerospace Defense Command (NORAD) / Northern Command (NORTHCOM), and other mission partners as assigned. SAIO’s mission is to deliver responsive, mission-focused acquisition solutions to optimize warfighter operations by being the premier acquisition organization recognized DoD-wide for its integration, expertise, and quality of execution. SAIO is an award-winning acquisition organization that executes complex, above Space Base Delta (i.e., Wing) services acquisitions. The selected candidate will be responsible for awarding or supporting pre- and post-award activities for the knowledge-based services portfolio. Candidates may be considered for positions supporting radar and satellite operations/maintenance programs or cyber/classified ISR programs. The primary goal of this role is to deliver responsive, mission-focused acquisition solutions that optimize warfighter operations. As a Contract Specialist or Contracting Officer, you will play a pivotal role in ensuring the success and effectiveness of our acquisition processes and programs. SAIO is located on Peterson Space Force Base (SFB), with a satellite office on Schriever SFB in beautiful Colorado Springs, Colorado; ranked #3 on the US News and World Report Best Places to Live in 2024-2025, and #2 for Most Desirable in 2024. Candidate must have relevant Contract Specialist or Contracting Officer experience in providing facilitation for SERVICES acquisitions and contracts to include, but not limited to market research, requirements development, acquisition strategy development, source selection execution, training, performance management, and portfolio tracking. Key Responsibilities: 1. Serves as a Warranted Contracting Officer, managing contracts through their lifecycle, including modifications and terminations. 2. Facilitates acquisition strategy development, source selection, negotiations, and cost/price analysis. 3. Develops solicitation packages, maintains contract files, and ensures proper documentation and clause inclusion. 4. Prepares and delivers briefings on program/portfolio aspects, providing timely information and advice. 5. Represents the organization, fostering relationships with DoD, federal government, and industry stakeholders. 6. Maintains effective relationships with teams and leadership, resolving issues and enhancing the organization's reputation. 7. Meets with mission partners to assess satisfaction, provide guidance, and resolve issues. 8. Responds to inquiries from Inspector General, FOIA, GAO, and Congress. 9. Develops courses of action, solutions, and recommendations, while staying current on emerging policies. 10. Participates in business case analyses, special projects, and performs additional duties as assigned. Key Skills and Abilities: 1. Knowledge of laws, regulations, policies, procedures, methods, and techniques concerning the acquisition and management of services contracts. 2. Knowledge of the missions, roles, functions, organizational structures, and operation of the DoD, Air Force, Space Force, and organizations that govern, interface with, and/or influence the acquisition process. 3. Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and handling including assessing the probability and consequences of potential risks. 4. Ability to execute complex portfolios, acquisitions, and/or special projects within established time constraints. 5. Ability to identify problems, develop and implement innovative detailed strategies to resolve a wide range of acquisition and contract issues. 6. Ability to organize and manage critical aspects of the services acquisition process to include planning, developing and execution acquisitions in support of mission requirements, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. 7. Ability to communicate effectively orally and in writing, clearly, concisely, and with technical accuracy. 8. Ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit. 9. Ability to advise senior leaders, Program Executive Officer, and mission partner representatives. Requirements: 1. Must be a U.S Citizen. 2. Must be able to obtain and maintain a Secret security clearance. 3. May be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. 4. Employee must be able to obtain a warrant ($4.99M) within 6-months of employment start date and maintain the warrant throughout employment duration. An unlimited warrant may be required within 24-months. 5. May be required to work overtime on an unscheduled or emergency basis. 6. May be required to travel by military or commercial aircraft in the performance of TDY assignments. 7. Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report." 8. Required to sign a non-disclosure statement. 9. Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year. 10. PCS and Incentives are not authorized. 11. This position will close after 5 business days or 75 applications, whichever comes first. 12. Eligible for situational telework only, including Emergency and OPM prescribed "unscheduled telework". 13. May be required to be part of a source selection team; during this time the employee may be removed from telework agreement or placed on a modified agreement.
