The Air Force Civilian Service (AFCS) is looking for a full time civil engineer-GS-810-12 to work at Niagara Falls ARS, Niagara Falls, NY.
You will serve as a professional civil engineer at the 914 ARW Engineering Flight. They are responsible for providing facility and infrastructure project planning, program development, engineering design management, construction and service contract execution, and technical support. These activities directly enable mission readiness by utilizing creative solutions to influence the completion of projects addressing infrastructure challenges and optimizing strategic deterrence projected by the 914 ARW.

- U.S. Citizenship required.
- Engineering degree is required or applicant must possess registration as a professional engineer or engineer in training -
- This is a drug testing designated position. The incumbent is subject to random testing for drug use. -
- The work may require the employee to drive a motor vehicle. An appropriate, valid driver’s license may be required for the position.
- May act as project liaison with the Army Corps of Engineers or other design agencies as required.
- The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. The selectee will have up to 24 months to meet the applicable mandatory experience, education, and training requirements.
- Must be able to obtain and maintain a Secret security clearance.

Duties
- Performs O&M engineering involving design and construction that encompasses the maintenance, repair, upgrade, and operation of infrastructure facilities, including utility systems, utilizing professional knowledge of civil engineering.
- Performs planning and design work for substantial sustainment, modernization, repair, improvement, renovations and construction projects for real property facilities, including utility systems, utilizing a professional knowledge of civil engineering.
- Plans, programs, budgets, and executes required projects in support of assigned programs. Uses cost estimating tools to produce government estimates, program projects, and compete for funding in Air Force corporate processes.
- Manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over in-house labor or construction contractors utilizing a professional knowledge of civil engineering and knowledge of other engineering disciplines to ensure overall compliance with project requirements.
- Provides consulting services and project coordination. Coordinates projects with other engineers in a variety of disciplines, architects, and planners as well as contracting officers, tenant organization representatives, and construction agents such as from private contracting companies, Army Corps of Engineers, AF Civil Engineer Center, and AF Installation Mission Support Center.
- Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena.
Recruitment Knowledges, Skills, And Abilities (ksa)
- Professional knowledge of civil engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines.
- Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements; of environmental principles, laws, and regulations; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.
- Knowledge of automated data processing concepts, systems capabilities; and knowledge of program planning and budgeting cycles, financial control and budget systems and management.
- Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings sufficient to convey design concepts and ideas and formulate working drawings.
- Ability to plan, conduct and record site/facilities surveys and inspection; to document, analyze, interpret, and apply results, and procedures in a variety of situations and recommend timely and economical solutions.
- Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships.
