The Air Force Civilian Service (AFCS) is looking for a Full-Time Contract Management Specialist, GS-0301-14 to work with HQ Air Force, Resources Division at the Pentagon in Arlington, VA.
This position serves as the senior acquisition advisor providing contract management and oversight across HAF/A1 contract portfolio comprising over 85 contracts. The core mission is to lead strategic acquisition planning, lifecycle program oversight, and enterprise portfolio governance to support Air Force-wide personnel and HR IT modernization initiatives—directly impacting over 700,000 Airmen and Guardians.
The ideal candidate is an authoritative expert in DoD acquisition policy and the FAR, capable of directing budget execution and contract management. They will drive cross-functional coordination across directorates and represent the organization to senior leadership and industry partners to ensure alignment with statutory directives, resolve capability gaps, and secure support for critical program execution.
Must have 10 years’ experience.
Base salary range is $143,913 - $187,093
Up to 80% telework possible.
Up to 25% travel possible.
Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period. Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Qualifications/Requirements
- U.S. Citizenship Required.
- Must be able to obtain and maintain a SECRET Security clearance.

- This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting Defense Acquisition Work Improvement Act requirements applicable of the duties of the position.
- Knowledge of contract administration sufficient to oversee/monitor a group of contracts such as firm fixed-price with re-determination provisions, cost reimbursement or contracts with incentive provisions.
- Knowledge of a wide range of concepts, principles and practices relating to financial management, budget execution, personnel and Manpower/organizational issues.
- Skill in qualitative and quantitative analysis techniques to measure organizational efficiency.
- Skill in using diverse computers and software associated with financial management and analysis; and database management, retrieval and analysis.
- Skill in analyzing a variety of issues and formulating solutions to problems and managing several projects simultaneously.
- Ability to gather, assemble and analyze facts, draw conclusions, conducts analysis, devise recommended solutions and packing the entire process in briefings, papers and reports suitable for top management use and decision making.
