The Air Force Civilian Service (AFCS) is looking for a Full-Time Acquisition Program Manager (NH-1101-04) to work at the Air Force Life Cycle Management Center in Arlington, VA. Recruitment, Retention, and Relocation incentives may be available.

Salary: $143,913 to - $190,850 per year. This salary reflects Rest of U.S Locality and may change based on location

Travel up to 25%

Qualifications/Requirements

The person selected for this position will provide overall technical oversight, support and strategic technical planning for all CNI Systems. General responsibility is to provide Program Management for all F-35 CNI functions/systems. Individuals will roadmap design trades risk/performance assessments for CNI against the Block Plan. Coordinates the requirements, design and integration of Mission Systems CNI hardware and software products, provide overall technical oversight and support strategic technical planning for all CNI systems.

Major Duties

  • Direct/manage and interface and coordinate with the F-35 government CNI team, the contactor and subcontractor teams, and all other entities. Responsible for product integrity and closure on all CNI technical issues. Supports operations evaluations and engineering analysis of the Mission Systems CNI capabilities. Coordinates across IPTs to perform engineering assessments, technical evaluations and translates F-35 ORD/JCS operational capabilities into engineering solutions.
  • Leads analytical support for trade studies while defining balanced and reasonable objectives on performance and requirements.
  • Direct the cost, schedule, performance, and delivery of advanced weapons systems across their entire lifecycle, including development, testing, capability integration, production cut-in, and sustainment.
  • Oversee program risk management, contract strategy, and the execution of funding allocated through the U.S. Future Years Defense Program and Joint Strike Fighter (JSF) partner resources.
  • Serve as a key liaison to brief program status and planning to high-level stakeholders, including the Air Vehicle-Mission Systems Director, Program Executive Officer, and U.S. Services.
  • Prepare comprehensive executive-level documentation (briefings, position papers, staff studies) and devise innovative concepts to solve complex program challenges.
  • Resolves Mission Systems CNI Integration technical matters for all integrated CNI, Mission systems, Air Vehicle and Air System Reviews.

Required Qualifications

  • Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
  • BS or BA degree in Business, Management or relevant technical discipline to include Engineering and Engineering Management
  • APDP PM Advanced Certification (APDP PM Level III equivalent)
  • 8 years APDP coded experience (minimum)
  • 4 years in a Program office or equivalent organization within the DoD environment, preferrable a major weapons system
  • Demonstrated capability to successfully operate as part of an IPT in a major weapons development program.

Desired Qualifications

  • MS degree in Engineering, Engineering Management, or relevant technical discipline
  • At least 2 years avionics engineering in a USAF or USN program office; or another relevant PM role.
  • Avionics integration, mechanical/electrical engineering, software systems engineering; Logistics and sustainment for major weapons program; or Affordability, acquisition strategy.
  • Leadership experience at and IPT lead or Team Lead

SPECIALIZED EXPERIENCE: The F-35 Joint Program Office is an ACAT I program and requires candidates to already be seasoned acquisition program managers before applying. You must meet the minimum of 8 years ADPD coded experience and have at least 2 years experience in a DoD acquisition program office.

Additional Remarks

  • SECURITY CLEARANCE: The employee must obtain and maintain the appropriate Secret security clearance (Top Secret eligible) and be Special Access Programs eligible.
  • TRAVEL REQUIREMENTS: This position requires the employee to occasionally travel away from the normal duty station.
  • Anticipated Start Date: Immediately
  • If already an NH-04 or equivalent in AcqDemo or similar system, this would be a lateral move, not eligible for salary increase.
