The incumbent leads the overall development, integration, and execution of multiple programs within the Air System Management Section, ensuring alignment with the F-35 program roadmap, including the $12B Block 4 Subprogram. The position provides leadership across a team of approximately 20 personnel.
Major Duties
- The Lead PM directs planning efforts ensuring resource optimization and seamless integration of modernization activities across Mission Systems, Air Vehicle, and other Joint Program Office (JPO) functions. Responsibilities include contract strategy, capability integration, and oversight of all contract execution supporting the F-35 enterprise.
- The incumbent provides expert guidance to leadership, coordinates extensively with U.S. Services, international partners, Lockheed Martin, and industry suppliers, and ensures the delivery of fully integrated and fieldable Air System Configurations.
- The Air System Management section within the Air System Integration Branch oversees the contract execution and resource management for the entirety of the Block 4 modernization portfolio.
- This individual is responsible for and must maintain full insight into all aspects of development, production and sustainment efforts to achieve integration of capabilities on all three variants of the F-35, as well as oversight of multiple IPTs. This includes interfacing with the Materiel Leaders/Capability Leads and the vendors, Lockheed Martin and subcontracted suppliers.
- Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
- BS or BA degree in Business, Management or relevant technical discipline to include Engineering and Engineering Management
- APDP PM Advanced Certification (APDP PM Level III equivalent)
- 8 years APDP coded experience (minimum)
- 4 years in a Program office or equivalent organization within the DoD environment, preferrable a major weapons system
- Demonstrated capability to successfully operate as part of an IPT in a major weapons development program.
- MS degree in Engineering, Engineering Management, or relevant technical discipline
- At least 2 years avionics engineering in a USAF or USN program office; or another relevant PM role.
- Avionics integration, mechanical/electrical engineering, software systems engineering; Logistics and sustainment for major weapons program; or Affordability, acquisition strategy.
- Leadership experience at and IPT lead or Team Lead

- SECURITY CLEARANCE: The employee must obtain and maintain the appropriate Secret security clearance (Top Secret eligible) and be Special Access Programs eligible.
- TRAVEL REQUIREMENTS: This position requires the employee to occasionally travel away from the normal duty station.

- If already an NH-04 or equivalent in AcqDemo or similar system, this would be a lateral move, not eligible for salary increase.
